TITLE:                     Approve the Memorandum of Understanding Between Flock Group, Inc. and the City of North Port for Data Sharing and Use of the Flock System and Approve the Interagency Agreement Between Panama City Beach Police Department and the City of North Port for Information Exchange and Use Regarding Flock Data for the State of Florida.

 

 

Recommended Action

 

Approve the Memorandum of Understanding between Flock Group, Inc. and the City of North Port and approve the Interagency Agreement between Panama City Beach Police Department and the City of North Port for Information and Exchange Use.

 

Background Information

 

There are two major competing Automatic License Plate Recognition (ALPR) companies being utilized in the Southwest Florida area. Vigilant LEARN (currently in use by North Port) and Flock Safety (Currently in use by the Sarasota Sheriff’s Office). Currently North Port only has access to the data collected by Vigilant for use in their investigations, which lacks the potential investigative leads collected by agencies utilizing the Flock System.

 

This agreement will give North Port Police access to the Flock ALPR information collected in neighboring jurisdictions.  This is imperative so investigators to have a clear overview of the available and overlapping data collected by both ALPR providers.

 

The first agreement is with the Flock Safety.  It is a user agreement which simply outlines the use of their system. The second agreement is with the Panama Beach City Police Department, which is the Flock Safety host agency for the State of Florida. This agreement allows the intra-agency sharing of Criminal Justice Information Systems (CJIS) information, which is necessary to facilitate access to the Flock Safety database.

 

The attached agreements have been reviewed by the City Attorney and are legally approved as to form and correctness.
