Option 1: Adopt Resolution No. 2025-R-61 as presented.
* Pros: Adopting Resolution No. 2025-R-61 will update the public on the changes to the Surtax IV Project list.
* Cons: There is no foreseeable con to approving Resolution No. 2025-R-61 as presented.
Option 2: Do not adopt Resolution No. 2025-R-61 as presented.
* Pros: Additional changes, if requested, could still be made and Resolution No. 2025-R-61 would be brought back at the September 23, 2025, City Commission Meeting.
* Cons: The public would not be informed of the changes made to the Surtax IV Project list.
Background Information
Resolution 2025-R-61 adopts the changes to the infrastructure projects and reallocates its share of the Sales Tax proceeds from the original list included in the 2022 Surtax Ordinance codified by Sarasota County Section 114-4(5)H. Resolution No. 2022-R-12 was the City of North Port Resolution adopting the approved project list by the City Commission.
Changes to the project list include the following:
> May 14, 2024: During the City Commission Regular Meeting, the City Commission approved Resolution No. 2024-R-17 that transferred funding from the Road Rehabilitation Project and eliminated the projects for the Public Safety Training Buildout and Public Safety Complex Classrooms in years 2030-2034 in the Surtax IV Project Plan to fund the Emergency Operations Center.
> December 10, 2024: During the City Commission Regular Meeting, the Commission approved Ordinance No. 2024-45. Ordinance No. 2025-45 budgeted the voter approved bond proceeds into a capital fund for the Price Boulevard Phase 1 Widening Project. At this time, the Price Boulevard Phase I Project was eliminated from the Surtax IV project list and the debt service was added to the Surtax Fund expenses.
> The Warm Mineral Springs Park Master Plan Implementation Surtax IV Project for $5,000,000 in years 2030-2034 was eliminated and the funds transferred to the Warm Mineral Springs Building Rehabilitation Project.
> The Annual Parks Amenities Program was included in the original Surtax IV list, but since has been determined not to meet the criteria for infrastructure and removed from the project list.
> Other transfers of funds between projects are included in the updated project amounts in Exhibit A.
Resolution No. 2025-R-61 has been reviewed by the Interim City Attorney and is legally correct as to form.
