Recommended Action
Resolution No. 2021-R-05, Adoption of Sarasota County Unified Local Mitigation Strategy (LMS) Plan, which includes the City of North Port Floodplain Management Plan (FMP).
Background Information
The current Sarasota County Unified LMS Plan, and the City of North Port Floodplain Management Plan (FMP) annex, was last updated in 2016 and is due for review and updating in 2021.
The 2021 Sarasota County Unified LMS Plan was updated to assess the hazards, vulnerabilities, and risks for natural and manmade hazards; then to set goals and identify activities to reduce or eliminate those hazards. The document was prepared by the Sarasota County LMS Work Group (Work Group), who is comprised of staff from Sarasota County Government; the Cities of North Port, Sarasota, and Venice; the Town of Longboat Key; Sarasota County School Board; and Sarasota Memorial Hospital.
A component of the LMS Plan is a listing of potential mitigation projects. The project list is updated on an annual basis and serves as prioritization of projects the City may initiate when funding becomes available, such as FEMA’s Pre-Disaster Mitigation Grant Program, Hazard Mitigation Grant Program or Flood Mitigation Assistance Grant Program. Each municipality must adopt the LMS Plan to maintain eligibility for FEMA grants and the FMP required under the Community Rating System (CRS) rating program.
Commission adoption of the City of North Port FMP annex will provide additional points for an improved rating under the City’s CRS program which allows for flood insurance discounts to residents. A requirement in the CRS program is the preparation of a five-year update of the FMP and continuation of a CRS committee work group that is formally created and recognized by the City Commission through a resolution.
City Attorney has approved the resolution as to form and content. The County’s plan does not require legal review and has not been reviewed as part of this request for legal services.
