TITLE:                     Approve the Display of the Roseate Spoonbill Sculpture in the Arched-Out Area of the Lobby on the Second Floor of City Hall Per the Recommendation of the Art Advisory Board.

 

 

Recommended Action

 

Approve the display of the Roseate Spoonbill sculpture in the arched-out area of the lobby on the second floor of City Hall per the recommendation of the Art Advisory Board.

 

Background Information

 

The following provides a chronological order of events pertinent to the Roseate Spoonbill sculpture:

 

Ø                     April 23, 2019:   During the City Commission Regular Meeting, the Commission approved the sculpture "Roseate Spoonbill" by Donald Gialanella to be located at the northwest corner of Price and Sumter Boulevards near the Walgreen's, in the amount not to exceed $10,000, using the Art Fund money.

 

Ø                     September 2020: Some deterioration was identified on the sculpture and restoration was completed through the combined efforts of the artist Donald Gialannella and City staff.

 

Ø                     March 2, 2021:  During the City Commission Regular Meeting, the following actions were taken:

 

§                     There was consensus to direct staff to remove the Roseate Spoonbill Sculpture and to store it pending further Commission discussion.

 

§                     There was consensus to direct the Art Advisory Board to provide options for a sturdy, low maintenance and more visible replacement art structure at Walgreens on the corner of Price and Sumter Boulevard.

 

Ø                     July 20, 2021:  During the Art Advisory Board Meeting, there was a consensus to explore alternative locations for the public display of the sculpture. Potential alternatives discussed included the North Port Performing Arts Center, North Port Public Library, and other City-owned facilities. Several of the representatives of these locations declined as they did not feel their facility could accommodate the sculpture.

 

Ø                     February 8, 2022:  During the Art Advisory Board Meeting, the Board voted unanimously to recommend to the City Commission that the Roseate Spoonbill sculpture be displayed on the second floor lobby of City Hall in the arched-out area per a suggestion from Public Works.

Financial Impact

 

The Facilities Maintenance Division staff have reviewed the proposed location for the Roseate Spoonbill sculpture in the arched-out area of the lobby on the second floor of City Hall.  A height modification will be necessary to fit the sculpture in the space available.  The approximate cost for labor and materials to modify the height and install the Roseate Spoonbill sculpture is approximately $1,080. The current balance of the Art Accounts (a.k.a. the ‘art fund’) is $118,879.80.
