TITLE: Amendment No. 2 to Agreement No. 2015-19 with Charlotte Engineering and Surveying, Inc., in an estimated amount of $887,839.67 for the Price Boulevard Widening Project from Sumter Boulevard to Toledo Blade Boulevard. The new estimated total amount is $3,308,137.98.
Recommended Action
Approve Amendment No. 2 to Agreement No. 2015-19 with Charlotte Engineering and Surveying, Inc., in an estimated amount of $887,839.67 for the Price Boulevard Widening Project from Sumter Boulevard to Toledo Blade Boulevard.
Background Information
The following provides the action plan for each of the directives provided to staff by the City Commission during their regular meeting held on January 9, 2018, regarding the Price Boulevard Widening Project from Sumter Boulevard to Toledo Blade Boulevard:
1. Directive: Right Turn Lane Justification Analysis and Report at the three signalized intersections (Salford Boulevard, Cranberry Boulevard and Chamberlain Boulevard) for the existing two lanes and proposed five lane roadways.
Action Plan: The fee for these analyses is $8,795.00 for both the existing two-lane roadway and the proposed five lane roadway at these three intersections. The time from approval of Amendment Number Two to the submittal of both reports from Charlotte Engineering and Surveying, Inc. is four weeks.
If right turn lanes are justified on the existing two-lane roadway at any of these three intersections, City Commission directed staff to proceed with the design, permitting, construction plans and specifications preparation, and construction cost and time estimating (including traffic signal assembly replacement to the pole and mast arm configuration). The fees for Charlotte Engineering and Surveying, Inc. are as follows:
Salford Boulevard: $72,359.94
Cranberry Boulevard: $71,782.12
Chamberlain Boulevard: $52,352.94
The time for the design, permitting, construction plans and specifications and construction cost and time estimating for the turn lanes is two hundred forty (240) calendar days from approval of Amendment Number Two, irrelevant of the number of intersections (one, two, or three) involved. Charlotte Engineering and Surveying, Inc. will be authorized to perform the work only at the intersection(s) where right turn lanes on Price Boulevard are justified.
2. Directive: Scope and Fee for the design, permitting, cost estimates, and construction documents for the advanced replacement of the existing traffic signal assemblies on Price Boulevard at Salford Boulevard, Cranberry Boulevard and Chamberlain Boulevard, regardless of whether right turn lane justification analysis warrants right turn lanes on Price Boulevard, or not.
Action Plan: The following traffic signal design fees for Charlotte Engineering and Surveying, Inc.
are included in Agreement 2015-19:
Salford Boulevard: $65,740.00
Cranberry Boulevard: $45,475.00
Chamberlain Boulevard: $45,475.00
3. Directive: Scope and Fee for the development of a typical five lane roadway cross-section for the Commission’s review and approval, upon which Charlotte Engineering and Surveying, Inc. can proceed with the design and permitting.
Action Plan: Charlotte Engineering and Surveying, Inc. needs to revise design and preliminary plans developed to date due to the change from a four-lane divided median to a five-lane roadway. The fee for this task is $286,025.67. The time needed to complete the design and permitting for the five-lane roadway is three hundred sixty-five (365) calendar days from approval of Amendment #2.
4. Directive: Improve traffic flow on Price Boulevard between Sumter Boulevard and Salford Boulevard as soon as possible.
Action Plan: FTE, subcontractor for Charlotte Engineering and Surveying, Inc. will critique the traffic impacts of phasing construction along Price Boulevard to construct the segment between Sumter Boulevard and Salford Boulevard first. The five-lane section could be extended to the west side of Salford Boulevard with lanes added/dropped at Salford Boulevard or extending the five-lane section to east of Salford Boulevard. FTE will add hours for this analysis. If shown to be beneficial, MOT phasing notes will be added requiring the contractor to complete this section first.
5. Directive: One Community Educational Presentation will be held.
Action Plan: One Community Educational Presentation will be scheduled after the 60% plan submittal.
6. Directive: Speed Study of Price Boulevard from Biscayne Drive to Orlando Boulevard.
Action Plan: The cost of the speed study is $24,275.00, with a draft report completed within twenty-eight (28) calendar days from approval of Amendment Number Two. The speed study will be performed concurrently with the other work included in Amendment Number Two.
Charlotte Engineering and Surveying, Inc. has requested an adjustment to their hourly fee schedule and agreement, which was executed on September 28, 2015, with the expectation that the project would proceed in an expeditious manner. Staff has reviewed their request and revised rate structure and recommends approval. The revised rate structure is to be applied to the remainder of Agreement Number 2015-19 with an associated cost increase of $215,559.00.
Commission approval of Amendment Number Two will extend the contract time by 487 calendar days.
