TITLE:                     Approve Change Order No. 1 to Work Assignment IF1 for the Inflow and Infiltration Rehabilitation Project with Insituform Technologies, LLC., for an Additional Amount of $22,439.85, for a Total Cost of $622,089.75.

 

 

Recommended Action

 

Approve Change Order No. 1 to Work Assignment IF1 for the Inflow and Infiltration Rehabilitation Project with Insituform Technologies, LLC., for an additional amount of $22,439.85, for a total cost of $622,089.75.

 

Background Information

 

Inflow and infiltration (I&I) are extraneous flows that enter the wastewater collection system and flow through to the wastewater treatment plant. These flows reduce the capacity of the system and can lead to sanitary sewer overflows. Inflow occurs when storm water enters the sewer system through flooding of the manholes and direct connections of storm water to the wastewater collection system. Infiltration occurs when groundwater and storm water enter into wastewater collection system as a result of physical defects such as cracked pipes, leaking manholes or deteriorated joints. Most of the I&I experienced by the City is a result of infiltration and this I&I Rehabilitation Project is designed to mitigate that infiltration.

 

This Work Assignment for the I&I Rehabilitation Project includes wastewater line cleaning, lining, reinstatement of service lateral connections, and sealing service lateral connections in the Holiday Park area. The following information below is the detailed events around securing this work assignment.

 

Ø                     November 8, 2024: Miller Pipeline, LLC (Miller) notified the city that their pipe lining division was sold to Insituform Technologies, LLC (Insituform) officially on November 1, 2024.

Ø                     November 12, 2024: Commission approved Work Assignment #1 to Miller.

Ø                     January 14, 2025: Assignment, Assumption, and First Amendment of Inflow and Infiltration Rehabilitation Contract No. 2023-40.003 was fully executed, assigning the current contract to Insituform. This assignment of contract did not require Commission approval based on assignment clause provision in the original agreement. 

Ø                     February 6, 2025: Insituform WA #2023-40.003 IF1 was fully executed transferring the Work Assignment from Miller to Insituform.

 

After the pre-inspection video was completed by Insituform, it was discovered that the existing pipe lengths, diameters, and laterals differed from the as-built records.  Change Order No. 1 amends the scope of work accordingly to adjust for the field verified pipe lengths, diameters and laterals. Since the total dollar amount exceeds threshold, this change order requires commission approval.
