Approve the Sole Source Purchase of a new Kohler 1200-amp automatic transfer switch (ATS) from Tampa Armature Works Power Systems for a total of $278,300.00.

 

Background Information

 

The Utilities Department is seeking Commission approval for the sole source purchase of a Kohler 1200-amp Automatic Transfer Switch (ATS) from Tampa Armature Works Power Systems, the exclusive Kohler distributor for Florida.

 

The City’s wastewater plants rely heavily on electrical power to operate critical processes such as pumps, blowers, and control systems; any power disruption can lead to process interruptions, equipment damage, and environmental hazards. An ATS facilitates an immediate and seamless transition from the primary power source to a backup generator to run the plant in the event of power failure. This automatic power transfer is crucial at the City’s Wastewater Treatment Plants because it maintains continuous and uninterrupted operations, ensuring regulatory compliance, safeguarding public health, and fortifying the plant's ability to handle emergencies effectively. In essence, the ATS is a safeguard that ensures the consistent function of wastewater treatment processes, thereby upholding environmental integrity and the well-being of North Port’s residents.

 

The current ATS at the Pan American Wastewater Plant is not functioning, which decreases the generator's safety and reliability. Without a proper working ATS, the generator cannot prevent surges and will not automatically start if the power goes out.

 

Once the ATS is replaced, the new switch monitors the power sources constantly and can automatically switch on and off during a power outage. This ensures that the Wastewater generator will continue to work during a power outage.
