TITLE: Price Boulevard Widening Project between Sumter Boulevard and Toledo Blade Boulevard, Two-Way Bi-Directional (Center) Turn Lane and Dedicated Left Turn Lanes - Stamped Concrete and Posted Speed Limit
Recommended Action
Provide staff with direction on the use of stamped concrete for the two-way bi-directional (center) turn lane and the dedicated left turn lanes for the Price Boulevard Widening Project between Sumter Boulevard and Toledo Blade Boulevard.
Background Information
During the Governing Body of the Road and Drainage District Meeting held on May 14, 2019, the Commission approved the following consensuses:
1. There was a consensus for staff to research the cost difference for using stamped concrete in the center lane.
2. There was a consensus for staff to get estimates to have the entire center lane in stamped concrete, with and without the turn lanes, and provide artist renderings to show the visual distinction of where the turn lanes will be.
3. There was a consensus that the side roads crossing over Price Boulevard will have an asphalt surface.
4. There was a consensus for staff to provide a memo to the Commission with information based direction provided in today's consensuses.
The Commission also requested that staff obtain examples of concrete stamping patterns, colors and costs to consider for possible use on the Price Boulevard Widening Project’s center dual left turn lane and dedicated left turn lane on the Price Boulevard legs of the three signalized intersections. The stamped concrete would be in place of asphalt pavement. Staff has the following information for the Commission’s consideration:

Please note that the dedicated left turn lanes on Price Boulevard at the Sumter Boulevard and Toledo Blade Boulevard intersections have English Yorkstone Random Interlocking stamping pattern and A-53 Arizona Tan color hardener. The stamped concrete at this location is from a different manufacturer than the patterns and colors listed above.
Attached is a Concrete Turn Lane Rendering which was prepared by Jerry Traverso, P.E., PMP, Engineering Division Manager which depicts the following:
Ø Proposed Stamp Concrete Patterns for Center Turn Lane.
Ø Existing Conditions on Price Boulevard at Salford Boulevard.
Please note that as a cost savings measure, the Concrete Turn Lane Rendering was prepared in-house rather than hire a Consultant to prepare an artist rendering.
Please be advised that staff has advised the Engineer of Record that the Commission directive is that the side roads crossing over Price Boulevard will have an asphalt surface.
During the Governing Body of the Road and Drainage District Meeting held on May 14, 2019, the Commission directed staff to research the Commission meeting and minutes to determine if Commission approved a design speed and posted speed limit for Price Boulevard between Sumter Boulevard and Toledo Blade Boulevard. Staff’s researched revealed the following:
During the April 26, 2019, Regular Commission Meeting, staff presented a review of the Price Boulevard Widening roadway improvements; scope of the project and their recommendations. A response was provided regarding lowering the design speed for the road to 35 miles per hour. The decision was based on safety reasons; including plans for shorter residential driveways; deliveries to commercial properties; mail delivery; Solid Waste trucks; and median cuts for U-turns. Six months after the completion of the Price Boulevard Widening Project between Sumter Boulevard and Toledo Blade Boulevard a Traffic Study will be performed to ascertain if the traffic flow has been improved or is deficient. A final report including recommendations will be provided to the City Commission at that time.

Funding in the amount of $2,403,103.78 for the Two-Way Bi-Directional (Center) Turn Lane on Price Boulevard is available in Project Number R15PW1, account number 153-5000-541.63-00, Road & Drainage Infrastructure.
Funding in the amount of $71,306.17 for the Dedicated Left Turn Lanes on Price Boulevard at the signalized intersections of Salford Boulevard, Cranberry Boulevard and Chamberlain Boulevard is available in Project Number R15PW1, account number 144-5000-541.63-00, Road & Drainage Infrastructure.
Additional funds will need to be identified if the use of stamped concrete is approved for this project.
