TITLE:                     Approve Contract Nos. 2020.41.001 through 2020.41.003 for Inflow and Infiltration Rehabilitation with Engineered Coating Solutions, Instituform Technologies, LLC and Hinterland Group, Inc. in Accordance with Unit Prices and on an As-Needed Basis; and Authorize the City Manager to Authorize Work Assignments As-Needed, Based on the Approved Budget.

 

 

 

Recommended Action

 

Approve Contract Nos. 2020.41.001 through 2020.41.003 for Inflow and Infiltration Rehabilitation with Engineered Coating Solutions, Instituform Technologies, LLC and Hinterland Group, Inc. in accordance with unit prices and on an as-needed basis; and authorize the City Manager to authorize work assignments as-needed, based on the approved budget.

 

Background Information

 

Inflow and infiltration (I&I) are extraneous flows that enter the wastewater collection system and flow through to treatment facilities. These flows reduce the capacity of the system and can lead to sanitary sewer overflows. Inflow occurs when storm water enters the sewer system through flooding of manholes and direct connections of storm water to the wastewater collection system. Infiltration occurs when groundwater and storm water enter into the wastewater collection system as a result of physical defects such as cracked pipes, leaking manholes or deteriorated joints. Most of the I&I experienced in the City is a result of infiltration and the ongoing I&I Rehabilitation Project is designed to mitigate this infiltration.

 

The Inflow and Infiltration Rehabilitation Project was advertised on June 12, 2020 to secure the services of one or more licensed and qualified contractors to provide as needed I&I rehabilitation services, including sewer line cleaning, gravity sewer smoke testing, manhole rehabilitation, manhole lining systems, cured-in-place pipe lining and spot repairs, grouting lateral connections, and post rehabilitation CCTV inspection. Eight bids were received, opened, and read on July 13, 2020 at 2:00pm. Staff has reviewed the submittals and checked references for Engineered Coating Solutions, Instituform Technologies, LLC and Hinterland Group, Inc., and these contractors have been determined to be qualified to provide these services.

 

Utilities recommends the award zero-dollar contracts to, Engineered Coating Solutions, Instituform Technologies, LLC and Hinterland Group, Inc. and would subsequently issue work assignments to each company based on services needed over the contract period. The work assignments would be issued based on the services to be provided and the lowest total cost based on the bid unit prices for those services. The bids included pricing for three years for the various services. This contract has renewal options for up to two (2) additional one-year terms, at the prices in the tabulation, terms and conditions, by mutual consent. Fiscal Year 20/21 Total Work Assignments not to exceed $650,451.12 and subsequent years based on budgeted amounts.

 

The Contracts have been reviewed by the City Attorney and approved as to form and correctness.
