TITLE:                     Discussion and Possible Action Regarding Warm Mineral Springs Park Future Phases and Potential Funding Sources and Approval to Begin Contract Negotiations with Kimley-Horn & Associates.

 

 

Recommended Action

 

Discussion and possible action regarding Warm Mineral Springs Park Master Plan future phases and potential funding sources and approval to begin contract negotiations with Kimley-Horn & Associates.

 

Background Information

 

The Warm Mineral Springs Park (WMSP) Master Plan was approved and adopted by the Commission during the City Commission Regular Meeting on April 9, 2019. The implementation of the Plan is broken down into four phases (see attached) with design and engineering for the Phase 1 area complete and solicitation for construction anticipated in the Spring of 2022.

 

During a City Commission Regular Meeting on July 27, 2021, further discussion took place regarding potential development of the 60 acres of WMSP, referenced as Phases 2, 3, and 4 in the Master Plan. Following discussion, direction was provided for “staff to bring a plan back to Commission in approximately six months to develop the 60 acres of land at Warm Mineral Springs, keeping in mind the intention of the original master plan.”

 

After reviewing the Master Plan and taking into consideration surrounding opportunities, it is recommended that the area identified as Phase 4 be pursued for development. Following are suggested action items for consideration:

 

A)                     Modify existing Capital Improvement Program (CIP) project sheet #WM22MP to prioritize the future design, permitting and construction of the Phase 4 area designated in the WMSP Master Plan.

B)                     Incorporate construction of a trailhead and associated amenities into CIP project #WM22MP to complete the connection to the Legacy Trail Extension.

C)                     Determine schedule and identify potential funding sources for project #WM22MP.

D)                     Prepare updated work assignment and begin discussions with Kimley-Horn & Associates to develop scope and negotiate costs for services related to Phase 4 to include design, permitting, and consultation on potential development opportunities.

E)                     Schedule associated contract amendment with Kimley-Horn & Associates for review and approval at future City Commission meeting.

 

For reference, copies of the existing CIP project sheet #WM22MP, final master plan concept, initial phasing implementation recommendations, and preliminary order of magnitude costs by phase are attached for review.

 

Potential Funding Sources

 

Projected Fund Balance Reports for Warm Mineral Springs Fund 125 and Park & Recreation Impact fees Fund 152 are attached for reference. Based on the analysis provided, Warm Mineral Springs Fund 125 will have $931,071 available and Parks & Recreation Impact Fees Fund 152 $1,519,825, as of September 30, 2022.

Financial Impact

 

CIP project #WM22MP is currently unfunded. Pending Commission approval of the proposed action items above, staff will bring forward a budget amendment to initiate Phase 4 services at a future meeting. While the cost of design and consultation services has yet to be determined, comparison can be made to the services provided by Kimley-Horn & Associates for Phase 1 at a total of $1,442,831 including a 5% contingency.

 

It is anticipated that the project, if approved, would be construction ready sometime in Fiscal Year 2024. The projected construction cost for the Phase 4 area is approximately $4,500,000 based on a combination of the April 2019 Preliminary Order of Magnitude Costs ($2,356,622) and comparative data gathered by staff for a recent trailhead project in Sarasota County.

 

In addition to the potential funding sources identified above, a total of $7,000,000 in future funding has been proposed as part of the Surtax IV requests with $5,000,000 earmarked for WMSP Master Plan Implementation in Fiscal Year 2025-2029 and $2,000,000 earmarked for WMSP Legacy Trail Extension Trailhead in Fiscal Year 2035-2039.

 

Procurement

 

Pending City Commission direction, professional services will be procured pursuant to Sec. 2-406 of the City of North Port Procurement code and Florida Statute 287-055 Consultants’ Competitive Negotiation Act.
