TITLE: Approve prioritized list of project funding applications through the Sarasota-Manatee Metropolitan Planning Organization (MPO).
Recommended Action
Approve prioritized list of project funding applications through the Sarasota-Manatee Metropolitan Planning Organization (MPO).
Background Information
The MPO solicits project applications annually from Sarasota County, Manatee County and the Cities located within each County for State and Federal funding. Projects are evaluated and ranked by MPO staff using criteria in compliance with the Federal Highway Administration performance measures. The ranked project funding applications are then presented to the MPO Board for approval to submit to the Florida Department of Transportation (FDOT) for approval and allocation of State and Federal funds. Project funding applications are due to MPO staff on or before November 22, 2019.
The City of North Port Department of Public Works staff conducted a field trip with MPO staff to review potential projects for funding applications. Staff is now requesting the City Commission’s endorsement of the following projects to submit funding applications through the MPO, in the following order of priority:
1. I-75 Yorkshire Street/Raintree Boulevard Interchange: This is not a project funding application through the MPO. However, it is included to demonstrate the importance of this interchange for the City of North Port. This project has been submitted the past two years. (Reference Attachment 1).
2. Price Boulevard Bridge Over Myakkahatchee Creek: This project replaces the existing two-lane bridge with a new four lane divided (raised center median) bridge including ten-feet wide multi-use paths on both sides. This project was submitted last year and is included in the City’s adopted Capital Improvements Program as part of the Price Boulevard Widening Project, from Sumter Boulevard to the North Port High School/Heron Creek Middle School with Design in Fiscal Year 202-2021. (Reference Attachment 2).
3. Price Boulevard Widening, Sumter Boulevard to North Port High School/Heron Creek Middle School: This project replaces the existing two lane/undivided rural section road with a four-lane raised center median urban section roadway. It will include ten-feet wide multi-use paths on both sides, roadway lighting, irrigation and landscaping. This project was submitted the past two years and is included in the City’s adopted Capital Improvements Program, with Design in Fiscal Year 2020-2021. (Reference Attachment 3).
4. Biscayne Drive Multi-Use Path, Glenallen Boulevard to Ponce de Leon Boulevard: This project consists of a ten-feet wide multi-use path on the west side of Biscayne Drive. A five-feet wide concrete sidewalk exists in the easterly right-of-way the entire length of this project. A bicycle lane project for this segment of Biscayne Drive was submitted in previous years but is changed to a multi-use path based upon City Commission recommendation. (Reference Attachment 4).
5. Emergency Evacuation Study: This project is new and is intended to assess current conditions and recommend improvements.
The initial phase of a project that is awarded funding would be scheduled in Fiscal Year 2024-2025.
