Recommended Action

 

Approve the Aquatics Operations Agreement for consulting services with Counsilman-Hunsaker in a lump sum amount of $4,410.00, plus any additional services at the contracted unit prices for a 36-month term.

 

Background Information

 

In January 2021 the North Port Aquatic Center entered into a one-year Aquatic Examiner Services Agreement with the American Red Cross (ARC) to provide onsite examination and audit services. In preparation for renewal of this Agreement, staff submitted the revised Agreement from the ARC for legal review, however, the City and the ARC could not agree upon the renewal terms.

 

Given that onsite examination services are crucial to safe operations at the Aquatic Center, staff researched alternate providers and found that Counsilman-Hunsaker’s Aquatic Management Program (CHAMP) delivers similar evaluation services and is highly rated in the aquatics industry. The proposed Aquatics Operations Agreement associated with the CHAMP is more comprehensive than the previous ARC Agreement, and includes litigation support services should a fatal or catastrophic event occur at the Aquatic Center. Through the CHAMP, representatives from Councilman Hunsaker will conduct semi-annual, unannounced audits to provide the following:

 

Ø                     An onsite evaluation of operations, including a formal evaluation of lifeguards performing patron surveillance; lifeguard accountability and attention to safety, professionalism, and pride.

 

Ø                     An evaluation of lifeguards’ emergency response skills.

 

Ø                     Assistance will be provided to implement any operational changes necessary to address findings from the assessment.

 

The Aquatics Operations Agreement for consulting services with Counsilman-Hunsaker has been reviewed by the City Attorney and is legally correct as to form.

Financial Impact

 

Funding in the amount of $4,410 has been allocated in the Fiscal Year 2022 Budget, account number 001-3037-572-34-00 for the Aquatics Operations Agreement for consulting services with Counsilman-Hunsaker.

This service is being procured under City of North Port Procurement Code Section 2-403 (a) (3) b - Exemptions - Subscriptions for periodicals, books, maps or training videos.
