Recommended Action

 

Approve the Electronic Surveillance Support Team Multi-Agency Voluntary Cooperation Mutual Aid Agreement for the sharing of technical resources and personnel in criminal investigations.

 

Background Information

 

The Multi-Agency Mutual Aid Agreement (MAA) establishes and governs Electronic Surveillance Support Team (ESST) activities in the State of Florida and is led by the Florida Department of Law Enforcement (FDLE).  Together, FDLE and ESST are able to provide sophisticated technical surveillance equipment that allows law enforcement agencies to track suspects and collect evidence to combat ongoing violent criminals, and in exigent circumstances, assist with missing person investigations.

 

The terms of this agreement define the ESST activities and the deployment and operation of FDLE technical assets.  It also governs certain requests for ESST services that require more resources, specially trained personnel or advanced technical equipment that would not be cost-effective for a single agency to acquire. 

 

The MAA will remain in effect until June 30, 2025, unless otherwise terminated. If the ESST continues operations beyond June 30, 2025, the agreement will be automatically extended on a month-to-month basis, not to extend past December 31, 2025.

 

The Electronic Surveillance Support Team Multi-Agency Voluntary Cooperation Mutual Aid Agreement has been reviewed by the City Attorney and is legally correct as to form.
