TITLE:                     Approve Utilization of Florida Sheriffs Association Contract FSA18-VEL 26.0, City of Cape Coral Contract CON-PW18-10MM and Existing Visa Approval for the Purchase of One Police Vehicle, Emergency Vehicle Associated Equipment and Graphics, and Painting for a Total of $42,348.55.

 

 

Recommended Action

 

Approve utilization of the Florida Sheriffs Association Contract FSA18-VEL 26.0 to purchase one (1) new 2020 Ford Explorer Police Interceptor Utility AWD for the Police Department for an estimated total cost of $34,308.55 from Garber Ford, Inc. and the City of Cape Coral, Florida, Contract #CON-PW18-10MM with Lightning Wireless Solutions, Inc. to purchase and install emergency vehicle associated equipment and graphics for the vehicle for an estimated cost of $7,576.00.  The City of North Port will also utilize an existing Visa Approval with Matthews-Currie Ford in the estimated amount of $464.00 to paint the doors of the Ford Explorer.

 

 

Background Information

 

On July 4, 2019, a North Port Police Department 2016 Ford Explorer Police Interceptor was involved in a vehicle accident. Subsequent to the accident, the 2016 Ford Explorer Police Interceptor was determined to be totaled.  The replacement vehicle will be a 2020 Ford Explorer Police Interceptor Utility AWD with an estimated total cost of $42,348.55 detailed as follows:

The Florida Sheriffs Association Contract is made available to local governments within the State of Florida for the acquisition of vehicles. Using this Cooperative Bid, local government agencies can obtain competitive pricing. Local government agencies have the flexibility to choose a product or service according to the business needs, such as price, warranty, supplier performance or brand name.

 

Competitive pricing has been achieved through the City of Cape Coral Contract for the purchase and installation of the emergency equipment for this vehicle.

 

While City ordinance authorizes the City Manager to utilize piggyback agreements, the City Manager’s policy requires all procurements exceeding $100,000 to be presented to Commission for consideration.  All appropriate forms, procedures, and processes have been reviewed by Procurement.

Financial Impact

 

Funding in the amount of $42,348.55 is available in the Fiscal Year 2019 Police Department budget through personnel savings.  The General Fund will receive reimbursement in the amount of $22,935 from Risk for the value of the totaled vehicle.

This vehicle and associated equipment are being procured pursuant to Section 2-403, (a), (4), a of the City Procurement Code - The utilization of other governmental or public entity contracts to procure goods and services.
