TITLE:                     Approve Contract No. 2020-43 with Spectrum Underground, Inc. in the Amount of $255,647.00, with a Contingency Amount of $38,347.00, for a Total Project Cost of $293,994.00 for the South Biscayne Drive & Pan American Boulevard Bridge Pipeline Replacements Project.

 

 

Recommended Action

 

Approve Contract No. 2020-43 with Spectrum Underground, Inc. in the amount of $255,647.00, with a contingency amount of $38,347.00, for a total project cost of $293,994.00 for the South Biscayne Drive & Pan American Boulevard Bridge Pipeline Replacements Project.

 

Background Information

 

As part of an ongoing program to improve distribution system reliability and reduce unnecessary water loss by replacing infrastructure that has reached the end of its service life, Utilities is replacing the welded steel water mains affixed to bridges throughout the City in a prioritized manner. This project includes the replacement of a 6-inch steel water main affixed to the bridge located on South Biscayne Drive just south of Pan American Boulevard and a 10-inch steel water main affixed to the bridge on Pan American Boulevard between Tamiami Trail and Green Street. The existing water mains and associated apparatus will be removed and replaced with high-density polyethylene (HDPE) pipe to be installed via subaqueous horizontal directional drill (HDD) under the waterways.

 

The South Biscayne Drive & Pan American Boulevard Bridge Pipeline Replacements Project was advertised for bidding on July 10, 2020. Seven bids were received, opened, and read on August 11, 2020 at 2:00pm.

 

Staff reviewed the bids and the contractor has been determined to be qualified for the project by the consulting firm, CDM Smith Inc. Based on this information, the Utilities Department recommends award of Contract 2020-43 to Spectrum Underground, Inc.

 

The Contract has been reviewed by the City Attorney and is approved as to form and correctness.
