Recommended Action

 

Approve the application to the State of Florida Department of Transportation Highway Safety Concept Paper Grant for work zone enforcement in the amount of $100,000, and authorizing the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review, should the grant be awarded to the City.

 

Background Information

 

The Florida Department of Transportation (FDOT) State Safety Office awards subgrant opportunities to traffic safety partners that undertake priority area programs and activities to improve traffic safety and reduce crashes, serious injuries, and fatalities. Grants may be awarded to address traffic safety deficiencies, expansion of an ongoing activity, or development of a new program.

 

North Port has excessive work zone fatalities and injuries.  According to the Fiscal Year (FY) 2024 Highway Safety Matrix, North Port ranks fifth out of 37 large cities with a population of 75,000 and over based on actual serious injuries and fatalities during 2017-2021.  Special enforcement is needed as well as additional speed measurement devices. The grant application requests funding for overtime and benefits for law enforcement officers and funding for the purchase of ten (10) handheld speed measurement devices to address speed enforcement in active work zones.   

 

The application was submitted on February 28, 2023.  The City will be notified of the selection or denial of the award by October 30, 2023.  If awarded, grant funds will be available shortly after the award.  The City Attorney will review the contract for legal form.  Matching funds are not required.
