Background Information
At the City Commission Regular Meeting on February 25, 2025, Contract No. 2024-07 for professional engineering services for the Solid Waste Transfer Station with Geosyntec Consultants, Inc., was approved in the amount of $814,630.00.
This project follows prior direction from the November 23, 2021, Solid Waste Governing Body meeting where Commission approval of the following motions:
Ø “To direct the City Manager to proceed with a Waste Transfer Station at the property currently owned by Solid Waste.”
Ø “To direct staff to proceed with a clean floor new technology with compaction type of transfer station.”
As design and permitting work has progressed, additional services are needed based on findings from early studies and coordination with regulatory agencies.
The Planning & Zoning Division in the Development Services Department has determined that an engineered landscape plan is required for approval, and an irrigation system is recommended to support the landscaping.
Geotechnical testing completed in July 2025 identified a clay layer beneath the site. Additional soil testing is needed to better understand its extent and composition. This information will help refine the design and is expected to reduce construction costs and delays.
An ecological survey conducted in April 2025 found that the site may provide suitable habitat for the endangered Florida Bonneted bat. In accordance with the Environmental Resource Permit (ERP) requirements, an acoustical survey must be conducted to determine if this protected species inhabits the site. In addition, wetland boundaries on the site must be identified and surveyed to support the ERP permit application.
Separately, the Solid Waste Division is requesting engineering services for drainage and pavement upgrades at the Pan American Recycling Center site located at 5455 Pan American Boulevard, North Port, Florida, 34287. The existing pavement was not engineered to withstand the continuous impacts and abrasion caused by the equipment used in the recycling recovery process, causing the pavement to fail.
Additional core samples will be taken to evaluate subsurface conditions. Based on the results, a more durable pavement design will be developed. The design will also ensure proper drainage and stormwater management. This amendment includes support during both the bidding and construction phases.
