Recommended Action
Option 1: Approve the United States Department of the Interior U.S. Geological Survey (USGS) Joint Funding Agreement for Water Resource Investigations for Fiscal Year 2026-2027 which provides the annual monitoring and maintenance of a Cooperative Data Collection Program with the City of North Port for precipitation and water levels for a Contract amount of $31,322.00.

o Amount: $8,304.00
Data collected through the program is used to monitor water levels, rainfall, water flow and potential flooding conditions within the City.
The total annual operating cost for data collection is $43,900.00. The City of North Port’s share will be $31,322.00, with USGS covering the remaining $12,578.00.
The U.S. Department of the Interior United States Geological Survey Joint Funding Agreement for Water Resource Investigations for Fiscal Year 2026-2027 has been reviewed by the City Attorney and is legally correct as to form.
The U.S. Department of the Interior United States Geological Survey Joint Funding Agreement for Water Resource Investigations for Fiscal Year 2026-2027 was submitted to the City Clerk’s Office on August 30, 2026, for signature, subject to City Commission approval.

Financial Impact
Total annual operating cost for this data collection is $43,900.00. As stated in the Agreement, USGS directly pays $12,578.00, while the City of North Port pays $31,322.00.
Funding in the amount of $31,322.00 is proposed in the Fiscal Year 2027 Road and Drainage District Budget and approval is subject to Fiscal Year 2027 budget adoption in September 2026, account number 107-5000-541.31-10, Professional Services.
Procurement
This Agreement is in accordance with Chapter 2 Administration, Article VIII Procurement, Section 2-403 - Exemptions (a) (2) Procurement contracts between the City and nonprofit organizations, other governments, or other public entities in accordance with the Code of the City of North Port, Florida.
