Background Information

 

B. Kelley Klepper, AICP, on behalf of property owner John Luczynski, Senior Vice President of Development of Main Street Ranchlands, LLLP, submitted to the City of North Port an application for a Village District Pattern Plan (VDPP) Amendment. The purpose of the amendment is to revise the parking standards in Section 3.13.9 to provide the ability for an administrative adjustment for parking standards, and Section 3.13.9.B, to provide for parking standards not otherwise specified.

 

Village D is currently a ±620-acre parcel bounded by U.S. 41 to the north, Playmore Road to the south, Islandwalk Circle to the west, and West Villages Parkway to the east. The current VDPP for Village D was adopted on September 26, 2017. Currently, Village D is under development as part of the West Villages Town Center. The proposed entitlements for Village D include 2,400 residential units, 300,000 sq. ft. of commercial/retail uses, and 200,000 sq. ft. of office uses.

 

The City Attorney has reviewed and approved Ordinance 2023-04 as to form and correctness.

 

The petition was advertised in a newspaper of general circulation on January 31, 2023, under the provisions of Florida Statutes Section 166.041(3)(a), North Port City Code Section 7.01(c), and North Port Unified Land Development Code Chapter 1, Article II, Section 1-12, as amended.

 

The Planning and Zoning Advisory Board held a hearing on February 16, 2023. The Board voted unanimously 6-0 to recommend approval of VPA-22-180.

 

The City Attorney has reviewed and approved the changes to the language in the proposed Village D Village District Pattern Plan Amendment, amending regulations for parking standards.

 

Information for Second Reading

 

Ordinance No. 2023-04 was heard by City Commission on March 14, 2023.  Commission requested this item be continued for second reading on April 25, 2023, with the following changes to the VDPP language:

 

1.                     Identify the Director responsible for land development services and designee.

2.                     Staff to work with City Attorney regarding cleaning up language in the table where it states, "To be determined by general rule or findings in the particular case.”
