Recommended Action

 

Approve Contract No. 2023-40.001 for Inflow and Infiltration Rehabilitation with Engineering Coating Solutions, LLC based on unit pricing; Approve Contract No. 2023-40.002 for Inflow and Infiltration Rehabilitation with Atlantic Pipe Services, LLC based on unit pricing; Approve Contract No. 2023-40.003 for Inflow and Infiltration Rehabilitation with Miller Pipeline, LLC based on unit pricing; Approve Contract No. 2023-40.004 for Inflow and Infiltration Rehabilitation with National Water Main Cleaning Company based on unit pricing; and for all of the contracts listed above, authorizing the City Manager or designee to approve Work Assignments up to $100,000 as needed, consistent with the approved budget.

 

Background Information

 

Inflow and infiltration (I&I) are extraneous flows that enter the wastewater collection system and flow to treatment facilities. These flows reduce the system's capacity and can lead to sanitary sewer overflows. Inflow occurs when stormwater enters the sewer system through flooding of manholes and direct connections of stormwater to the wastewater collection system. Infiltration occurs when groundwater and stormwater enter the wastewater collection system as a result of physical defects such as cracked pipes, leaking manholes, or deteriorated joints. Most of the I&I experienced in the City is a result of infiltration, and the ongoing I&I Rehabilitation Project is designed to mitigate this infiltration.

 

Ø                     June 2, 2023: RFB 2023-40 - Inflow & Infiltration Rehabilitation was advertised.

Ø                     July 11, 2023 Seven bids were received and opened.

Ø                     Staff has reviewed the bids and checked references for Engineered Coating Solutions, Atlantic Pipe Services, LLC, Miller Pipeline, LLC, and National Water Main Cleaning Company, and all contractors have been determined to be qualified to provide these services.

 

Based on the above, staff recommends the award of zero-dollar contracts to, Engineered Coating Solutions, LLC, Atlantic Pipe Services, LLC, Miller Pipeline, LLC, and National Water Main Cleaning Company. Subsequent work assignments would be issued to each company based on services needed and the lowest total cost based on the bid unit prices for those services. The initial contract period is for three years with renewal options for up to two (2) additional one-year terms at the prices in the tabulation, terms, and conditions, by mutual consent. Fiscal Year 23/24 total work assignments are not to exceed $1,750,000.00 with subsequent years based on budgeted amounts. Work Assignments over $100,000 will be brought to Commission for approval.

 

The Contracts have been reviewed by the City Attorney and approved as to form and correctness.
