• Pros: Allows the project to move forward into final design and permitting for the new and renovated facilities. This comprehensive approach supports long-term operational needs, improves staff efficiency, and positions the Public Works Facility to accommodate future growth.
• Cons: Commits the City to a significant additional expenditure of $3 million and extends the project timeline by 420 days. These resources could otherwise be directed toward other potential Public Works infrastructure needs.
Option 2: Deny First Amendment to Contract No. 2022-28 for Professional Architectural and Engineering Services for Public Services Facility Phase II, by and between the City of North Port, Florida, and Sweet Sparkman Architects, Inc., in the amount of $3,044,062.05.
• Pros: Preserves the $3 million in funding that could be reallocated to other Public Works infrastructure needs or projects.
• Cons: Denial would halt progress on the facility’s design and permitting phase, leading to continued operational inefficiencies and capacity constraints within Public Works. Delaying these improvements could also increase future project costs and limit the department’s ability to meet long-term service demands.
Background Information
During the City Commission Regular Meeting held on February 27, 2024, the City Commission approved Contract No. 2022-28 with Sweet Sparkman Architects, Inc., titled Professional Architectural and Engineering Services for Public Services Facility Phase II. The scope of this Agreement included reviewing the existing space needs assessment; updating and developing space programming; preparing a conceptual and schematic building and site plans; and coordinating with the City’s selected Construction Manager at Risk (CmaR) for project cost estimating for the Public Works facility located near the intersection of Price and Chamberlain Boulevards.
With the Planning and Schematic Design Phase complete, the Department of Public Works is ready to advance to Phase C of the Original Agreement which allows tasks and fees to be negotiated as needed such as permitting; bidding or construction phase services; and creation of as-built documents. The proposed First Amendment adds the negotiated tasks and associated fees to carry the project through final design and permitting.
This First Amendment provides for:
Ø Additional design services to complete final design, permitting, and bidding phases;
Ø A time extension of 420 calendar days from the issuance of the amended Purchase Order; and
Ø An increase in the contract amount of $3,044,062.05.
The expanded scope of work includes design and permitting for the following facility improvements:
Ø Renovations to the existing 22,855 square-feet Service Maintenance Building;
Ø Addition of 17,000 square feet to the Fleet Maintenance Bays of the existing pre-engineered metal building;
Ø Renovations to the existing 15,000-square-foot Administration Building;
Ø A new two-story, 35,000-square-foot Public Works Department building, including chemical storage and an exterior bay using a pre-engineered metal building (PEMB) system;
Ø A new, prefabricated, two-level, 143,880-square-foot precast concrete Parking Garage, with a footprint of approximately 132 feet by 545 feet;
Ø A new 19,000-square-foot pre-engineered metal Covered Bin Area.
The conceptual plans will progress through 30%, 60%, 90%, and final design stages. This First Amendment also includes permitting and bidding support in coordination with the CmaR. The expanded scope of services also includes permitting and bidding support to the CMaR.
The First Amendment to Contract No. 2022-28 for Professional Architectural and Engineering Services for Public Services Facility Phase II, by and between the City of North Port, Florida, and Sweet Sparkman Architects, Inc. has been reviewed by the City Attorney and is legally correct as to form.
The First Amendment to Contract No. 2022-28 for Professional Architectural and Engineering Services for Public Services Facility Phase II, by and between the City of North Port, Florida, and Sweet Sparkman Architects, Inc. was provided to the City Clerk’s Office on November 14, 2025, for signature, subject to City Commission approval.
