Recommended Action

 

Approve the First Amendment to Master Services and Purchasing Agreement with Axon Enterprise, Inc., for the addition of body cameras, and tasers with the additional cost of $336,101.70 and to authorize the City Manager to approve future amendments, provided such modifications do not impact the City's financial obligations.

 

Background Information

 

On March 21, 2019, the City executed an agreement with Axon Enterprises, Inc. for the procurement of Body Camera systems, accompanying software licenses, and data storage solutions for the Police Department's investigative personnel. The initial agreement comprised three (3) Basic Evidence.com software licenses and thirty (30) units of Evidence.com storage capacity. Subsequently, multiple amendments have been implemented to expand the inventory of body cameras, licenses, and storage allocation. The proposed amendment seeks to incorporate additional equipment for ten (10) personnel into the existing agreement framework.

 

The standardization of the Axon Body Camera System across the Police Department represents a strategically sound investment that optimizes operational efficiency and fiscal responsibility. By maintaining uniformity in equipment, software, and storage solutions, the Department eliminates compatibility issues that would inevitably arise from multiple vendor solutions. This standardization significantly reduces training requirements, as personnel need only become proficient with a single interface and operational protocol. From a technical standpoint, a unified system architecture ensures seamless integration of all components, facilitating efficient data transfer, storage, and retrieval processes critical for evidentiary purposes. The consistency in equipment specifications also streamlines maintenance procedures and warranty management, ultimately reducing the administrative burden on both technical staff and procurement personnel. Additionally, the established relationship with Axon Enterprises provides leveraging opportunities for volume pricing and preferential service agreements that would be unattainable with fragmented procurement approaches. The proposed amendment to incorporate additional equipment for ten personnel represents a natural extension of this standardization strategy, reinforcing the Department's commitment to technological cohesion while maximizing the return on existing investments in infrastructure, training, and operational protocols.

 

This Amendment was reviewed by the City Attorney’s Office and is legally correct as to form.

Financial Impact

 

The total additional amount added to the Axon contract is $336,101.70, which will be paid out twice per fiscal year (October and March) at a rate of $18,672.32 per payment until 2033 from Account #001-2100-521-5250.

 

Procurement

 

This procurement was made under the Sole Source Guidelines of the City Procurement Code. The Police Department since has standardized this procurement.
