Recommended Action

Approve the Interlocal Agreement Between the City of North Port and the Sarasota County Sheriff’s Office regarding Precision Immobilization Technique Vehicles.

Background Information

The purpose of this Agreement is for the North Port Police Department (NPPD) and its officers to conduct training with vehicles that are specially equipped for Precision Immobilization Techniques (PIT). This type of training was developed to reduce the risk associated with motor vehicle pursuits and has proven to be an effective maneuvering technique by law enforcement to end police motor vehicle pursuits quickly and safely. Currently, NPPD does not have training vehicles that are specially equipped and redesigned to conduct these techniques. The Sarasota County Sheriff’s Office (SCSO) in partnership with NPPD has agreed to allow NPPD and its officers to utilize their PIT vehicles during the month of October 2019. The effective date of this Agreement is October 1, 2019, Furthermore, the Agreement Indemnifies the SCSO or its agents from any injuries, deaths, losses, damage claims, suits, liabilities, judgement costs, attorney fees, and expenses which may accrue against the SCSO from intentional or negligent acts of NPPD employees while in possession or use of PIT vehicles owned by the SCSO.
