Background Information
In response to the Novel Coronavirus Disease 2019 (COVID-19) pandemic, and consistent with Governor Ron DeSantis’ Executive Order Number 20-112, local governments play an important role in re-opening Florida through supporting the highest practicable level of business operation while maintaining public health and safety, so that City residents and local businesses can return to work, and the economy can recover.
On May 15, 2020, the City Manager executed Emergency Order No. 2020-10, reducing certain building permit fees found in the City Fee Structure, Appendix A, Section D of the Code of the City of North Port, Florida by twenty-five percent (25%) to assist with the re-opening and economic recovery of City residents and local businesses.
City Commission at a duly advertised public hearing held on July 2, 2020, adopted Ordinance No. 2020-28, which put into effect the 25% reduction to all Building Department permits fees in the City Fee Structure, Appendix A, Section of the Code of the City of North Port.
At the January 11, 2022, City Commission Regular Meeting discussion took place regarding restoring the permitting fees to the level that was set prior to the adoption of Ordinance 2020-28. Commissioner McDowell restated her motion to read, ”direct the City Manager and City Attorney to restore the Building Department permitting fees to the pre-Covid level that was established prior to Ordinance 2020-28.” The motion carried with a 5-0 vote.

Financial Impact
City revenues are expected to see an increase of approximately $710,885 in the Building Fund and Inspector Education fund over the remainder of the current fiscal year. In addition, revenues will be impacted in the Building Fund by an estimated $1,384,530 annually. Revenues will also be impacted by approximately $37,240 annually in the Inspector Education Fund.
