Background Information

 

The Forestar Group is requesting approval of a Village Pattern Plan for 2086+/- acres of land, comprising the Toledo Village development (“Project”). The Project consists of 11 parcels, PID# 1092003000, 1092002000, 1089001000, 109000200, 1090001000, 1095001000, 1088002000, 1088001000, 1097002000, 1097001000, and 1111001000) and is located east of Toledo Blade Blvd., and approximately one (1) mile north of the I-75 interchange. The subject parcel is zoned Village (V) with a Future Land Use of Village.

 

The Village District Pattern Plan includes the entire ±2086-acre Village located to the north of I-75 and east of Toledo Blade Boulevard. The VDPP contains detailed project information including the identification and location of natural features on site, establishment of development standards, and review of public facilities or infrastructure required to support the development.

 

This project began with Ordinance 2001-46 the Glawson/Carlton Comprehensive Plan Amendment, which granted the parcels a Village Future Land Use. In May of 2003, H.M.T.A. purchased the parcels to the east of the Glawson/Carlton area and applied for a second comprehensive plan amendment to reclassify ±571 acres to Village, which was approved with Ordinance 04-37.

 

The approval of Ordinance 04-37 was flagged by the Department of Community Affairs (DCA) because it failed to include a density cap. A Stipulated Settlement Agreement between DCA and the City of North Port regarding a remedial amendment was proposed for the H.M.T.A. property. On April 23, 2007, Ordinance 07-16 was passed to address the issues with Ordinance 04-37.

 

On August 29, 2006, Ordinance 06-18 approved the rezoning of ±1,296 acres from Sarasota County designation OUE-1 to City of North Port’s Village.

 

The subject petition has 4 companion applications that have been approved by the City Commission. The subject application for the Village District Pattern Plan is the applicant’s last application the Village process before Master Site and Development Plan and Plat.

 

On July 20, 2023, the subject petition was presented to the Planning & Zoning Advisory Board and the Board voted unanimously by a vote of 5-0 that the City Commission approve VDC-22-212.

 

Information for Second Reading

 

On September 12, 2023, the subject petition was heard by the City Commission and was voted unanimously by a vote of 5-0 to move forward to second reading as presented.
