Recommended Action

 

Approve Resolution No. 2022-R-26, A Resolution of the City Commission of the City of North Port, Florida, Authorizing the Purchase of Real Property Located on Papillon Street and Described as Lot 28, Block 379, 10th Addition to Port Charlotte Subdivision, Sarasota County Property Appraiser Parcel Identification Number 0980037928; Incorporating Recitals; Providing For Filing of Documents; Providing for Conflicts; Providing for Severability; and Providing an Effective Date.

 

Background Information

 

During the City Commission Special Meeting held on May 17, 2021, the design for the first sewer shed outlined in the Neighborhood Expansion Master Plan, Blue Ridge-Salford North, was approved by the Commission. Prior to finalizing the design, the Utilities Department needs to purchase property for the construction of the vacuum station. The following process was undertaken to purchase this property:

 

Ø                     Utilities Department staff worked with Kimley-Horn, Engineer of Record to evaluate 558 identified vacant parcels within the expansion area. There were 126 parcels from the list of 558 vacant parcels, which were the appropriate size to facilitate the vacuum station. Subsequent to evaluating the elevation and central location of the 126 parcels, a final list of 5 properties was identified.

 

Ø                     After reducing the list to 5 parcels, the following additional factors were analyzed:

 

§                     Accessibility for equipment during operations and maintenance

§                     Adjacent vacant lots

§                     Environmental impacts

§                     Public inconvenience

§                     Vendor cost estimate

§                     Land value

§                     Ownership

§                     Proximity to water mains

§                     Date parcel last sold

§                     Site conditions

§                     Acreage

§                     Elevation

§                     Flood zone

 

Ø                     After the ranking and scores were totaled, Parcel G was the highest-ranking parcel, however the owner did not want to sell. The second highest ranked site, Parcel C is the property proposed for acquisition.

 

Utilities Department staff worked with Arlena Dominick, Consultant Project Manager, American Acquisition Group for the negotiation and purchase of this property. An Agreement has been reached with Jeanne R. Moreau to sell this property to the City for $30,000.

 

Resolution No. 2022-R-26 has been reviewed by the City Attorney and is legally correct as to form.

Purchase of property will be pursuant to Sec.2-403 (a)(3)c of the City of North port Procurement Code - Real Property, real estate brokering, or appraising.
