Recommended Action

 

Approve the application to the Florida Department of Emergency Management (FDEM) Hazard Mitigation Assistance Grant in the estimated amount of $3.75 million for the Lift Station Fortification Project - Bypass Pumps and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after Legal Review, should the grant be awarded to the City of North Port.

 

Background Information

 

FDEM manages the Federal Emergency Management Agency Hazard Mitigation Assistance Program for the State of Florida.  The grant provides funding for eligible mitigation measures that reduce future disaster losses.  Hazard mitigation means any sustainable action that reduces or eliminates long-term risk to people and property from future disasters. Mitigation planning breaks the cycle of disaster damage, reconstruction and repeated damage. Hazard mitigation includes long-term solutions that reduce the impact of future natural disasters.

 

On September 28, 2022, the City of North Port took a direct hit from a major category 4 hurricane, Hurricane Ian, which resulted in catastrophic damage. Because of power outages and equipment failures, many of the City's sanitary sewer lift stations were offline and unable to keep up with the needs of the wastewater collection network, creating obstacles to moving raw sewage to the processing plant. Additionally, the massive volume of rain produced by Hurricane Ian resulted in excessive inflow (surface) and infiltration (subsurface) groundwaters, also overwhelming the collection network.

 

Installing permanent diesel bypass pumps on sanitary sewer lift stations will provide protection against property damage, environmental contamination, and public health emergencies. Sanitary sewer overflow  into structures and private properties will be avoided by ensuring that sanitary sewer lift stations maintain the ability to stay online during power outtages and thus manage their loads, just as they would during peroids of normal operation.

Financial Impact

 

The potential estimated award of $3.75 million, when combined with the required 25% local matching funds, will provide funding for the installation of permanent diesel bypass pumps for 43 sanitary sewer lift stations. The City is responsible for a 25% match of an estimated $1.25 million. If awarded, matching funds will be allocated from Senate Bill (SB) 4-A  Ian recoveries first.  Utility funds allocated in the Fiscal Year 2024 Budget, account no. 420-6063-536.64-00, Project No. U23PBP will be utilized for any remaining matching funds.

 

Procurement

 

If awarded, all grant related purchases will be procured in accordance with the requirements of the Code of the City of North Port, Florida, as well as procurement policies and procedures.
