TITLE: Discussion Regarding the New Police Department Headquarters Project -Options for Cost and Size, Including Funding Challenges.

Background Information
The following provides a chronological order of events regarding the new Police Department Headquarters Project:
Ø March 2, 2023: During the City Commission Special Meeting, agenda item 23-0262, Discussion and Possible Action Regarding Development and Construction of the Police Station Headquarters and the Emergency Operations Center (EOC) was presented to the Commission. At the conclusion of the Commission's discussion, the following actions were taken:
ü Motion 1: Direct the City Manager to proceed with the facility needs of the North Port Police Station to expand at a new location to be determined.
ü Motion 2: Direct the City Manager to authorize the identification and debate with identified property owner for a purchase price to be brought back to Commission.
ü Motion 3: Authorize staff to work with the engineering firm Schenkel & Schultz to prepare a 30% site, drainage and construction plan including the EOC, contingent upon City Commission approval of the purchases of the property.
ü Motion 4: Direct the City Manager to bring back all financing options for construction of the North Port Police Station and EOC.
Ø March 2023 - June 2023: Pursuant to the Commission’s direction, staff proceeded to identify property and negotiated with the property owner for a purchase price.
Ø July 25, 2023: During the City Commission Regular Meeting, the Commission approved Resolution No. 2023-R-49, authorizing the purchase of land on Toledo Blade Boulevard for the new Police Department Headquarters. The purchase of the property was completed on August 2, 2023.
Ø July 2023 - February 2024: Staff has been working with Schenkel & Schultz on the following:
ü Design of the new Police Department Headquarters.
ü Exploring options with varying price points to ensure that the design of the new Police Department Headquarters will accommodate departmental and community needs efficiently and cost effectively.
ü Construction Cost Estimates: The initial construction cost estimate prepared Schenkel & Schultz for the new Police Department Headquarters was $122 million. Staff has been working with Schenkel & Schultz to identify various options including reducing the size of the building; phasing plan, etc. in an effort to reduce the cost of the new Police Department Headquarters to the City.
ü Funding Options: The City Manager, Police and Finance Departments staff have been exploring various funding options. The City Manager will be presenting information to the City Commission regarding funding challenges as well as impacts to surtax and the millage rate.

Procurement
Professional Architectural and Engineering Services from Schenkel & Schultz were procured pursuant to Chapter 2 Administration, Article VIII Procurement, Section 2-406 - Professional services selection under Consultants’ Competitive Negotiation Act (CCNA), F.S. §287.055 of the Code of the City of North Port, Florida.
The property for the project was purchased pursuant to Sec. 2-403 (a)(3)c of the City of North Port Procurement Code - Real property, real estate brokering, or appraising.
