Background Information
As part of the programmed replacement of aging bridge waterlines throughout the City, the Utilities Department plans to replace the pipelines affixed to bridges along Haberland Boulevard, Woodhaven Drive, and North Toledo Blade Boulevard with new pipelines installed under the waterways via horizontal directional drill.
Ø April 8, 2022: RFB No. 2022-26 - Water Pipeline Bridge Replacements- Haberland/Woodhaven/N. Toledo Blade was advertised.
Ø May 10, 2022: Three bids were received and opened.
Ø Staff reviewed the bids and the lowest, responsive bidder, Spectrum Underground, Inc. was determined to be qualified by the project Engineer of Record, Infrastructure Solution Services, LLC.
Ø May 27, 2022: Notice of Intent to Award RFB No. 2022-26 to Spectrum Underground, Inc. was issued.
Based on the above, staff recommends the award of Contract No. 2022-26 to Spectrum Underground, Inc.
The contract has been reviewed by the City Attorney and is approved as to form and correctness.

Develop and maintain the City’s roads, bridges, water control structures, stormwater drainage, waterways, potable water, and wastewater treatment and collection systems with creative infrastructure funding mechanisms and targeted investments; promote multimodal transportation opportunities throughout the City.
