Recommended Action

Approve the establishment of a Complete Count Committee to promote the 2020 Census.

Background Information

The North Port City Commission has requested the establishment of a committee to aid in handling the promotion of the 2020 Census. The Bureau of the Census, under the US Department of Commerce, recommends development and appointment of a local Complete Count Committee (CCC). Working with local organizations, like the Chamber of Commerce and others, this Committee is charged with promoting the Census in the community. It primarily serves as place where the City can push out Census related information, information requests, Census job referrals and other items of need.

The Census is already beginning a local push at hiring Census Takers and staff will be hired and trained to work the Census itself. The CCC can help promote that effort and try to obtain workers for the task. Documentation and reports from the US Department of Commerce are available to help guide the formation and development of such a group here locally. An information pamphlet is attached for your information, along with a memo detailing potential CCC activities and programs.

Most communities appoint a Census committee, whose size varies community by community, but 10 members would be ideal. Staff recommends that the City Manager designate a CCC representative from each municipal department and utilize the Chamber of Commerce as a local pipeline for business and private sector contacts to help form the CCC. Neighborhood Development Services can serve as a facilitator/coordination point for the group, but this is a city-wide collaborative effort and requires support across all departments of the City. These efforts also require input and representation from Sarasota County schools and the faith community which can serve valuable roles in pushing out and promoting Census information. The North Port Chamber, local civic groups, church organizations and allied groups are great sources of committee membership. Our social media and communications team would play a significant role as this effort is all about promoting the Census to our residents in a variety of ways.
