Recommended Action

Background Information
In September of 2024, Michael Golen was appointed by the Commission as the Interim City Attorney. Mr. Golen has maintained the interim position for approximately one year, coinciding with his normal annual performance review date which occurs each September. This year, his annual performance review must be completed by the Commission.
Upon hiring of the City Attorney, Mr. Golen will return to the Deputy City Attorney position. At that time his rate of pay will return to his previous rate, with only a cost-of-living increase if such an increase is approved as part of the City’s FY25-26 budget. Therefore, the recommended action is for the Commission to approve an increase to his rate of pay or direct that he maintain his current Interim salary upon his return to the Deputy City Attorney position.
Each Commissioner completed a written evaluation form, providing feedback and scoring the Interim City Attorney in seven areas of performance. The Interim City Attorney completed a self-evaluation. The attached summary document compiles the numeric scores from each Commissioner’s completed evaluation and calculates average scores.
