Recommended Action

 

Approve Work Assignment No. 2020-03, Under Continuing Contract No. 2016-23, with CDM Smith, Inc. in the Amount of $182,968.62 for the Myakkahatchee Creek Water Treatment Plant Water Treatability Evaluation.

 

Background Information

 

The Myakkahatchee Creek Water Treatment Plant (MCWTP) consists of a 4.4 million gallon per day (MGD) surface water treatment plant and a 1.5 MGD reverse osmosis membrane (RO) treatment plant. Source water for the surface water plant is the Myakkahatchee Creek and a secondary source from the Cocoplum Waterway. The source water for the RO plant is brackish groundwater. During the dry season, or prolonged dry periods, the total dissolved solids (TDS) of the Myakkahatchee and Cocoplum increase, limiting the production capability of the surface water plant as the maximum contaminant level for TDS is 500 milligrams per liter. Additionally, the groundwater source for the RO plant has had a historical and continuing increase in TDS which may ultimately affect the RO plant’s ability to meet its nameplate production capacity. Utilities is seeking a consultant to develop and evaluate options to maximize the use of these source waters year-round, including estimates of the capital costs for each option.

 

On January 24, 2020, Utilities distributed Request for Letters of Interest (RLI) 2020-03 to all engineers of record under continuing contract 2016-23 to secure professional engineering services to evaluate treatment options to enhance and potentially increase capacity of the MCWTP.  Two Letters of Interest were received by the February 26, 2020 due date. Staff evaluated the Letters of Interest based on understanding of project, expertise and qualifications of personnel, timeline and availability, past experience on Department projects, proposed cost savings measures, and quality of proposal and references. Based on these established criteria, CDM Smith, Inc. was selected to proceed with the development of a scope and fee schedule for submission it to Utilities by March 20, 2020. Based on careful review of the scope and fee schedule submitted, Utilities is recommending CDM Smith, Inc. be awarded the work assignment for this project.

 

Continuing Contract No. 2016-23 requires all work assignments $100,000 and over to be presented to Commission for approval.
