TITLE:                     Grant application to the Florida Division of Historic Resources in an amount of $500,000 for the rehabilitation of the Warm Mineral Springs Cyclorama

 

 

Recommended Action

 

Approve grant application to the Florida Division of Historic Resources in an amount of $500,000 for the rehabilitation of the Warm Mineral Springs Cyclorama, and to authorize the City Manager to approve the funding agreement should the grant be awarded.

 

Background Information

 

City staff is seeking alternative sources of funding for elements of the Warm Mineral Springs Master Plan.  The Florida Division of Historical Resources Fiscal Year 2021 Special Category Formal Solicitation opened on April 1, 2019.  The Florida Division of Historical Resources funding program supports preserving and promoting Florida’s historical, archeological and folk culture resources.  The grant can be used for the rehabilitation of the Cyclorama. 

 

The scope of work will include:

 

                     Roof repairs

                     Stucco and wall repairs

                     Replacement of ceiling tiles

                     Replacement of air conditioning system

                     Electrical upgrades

                     ADA compliance modifications

                     Restore paintings and statues to original form

                     Opening the Cyclorama to the public

 

The application deadline was June 1, 2019. The application was submitted on May 30, 2019.  Requests for additional information were answered in June and July, and the final application is attached. The grant review and ranking committee meeting will be held in Tallahassee and online on September 26, 2019, at 9:00 a.m. and will continue September 27, 2019 until conclusion.

 

If awarded, grant funds will be available July 2020.  The City Attorney will review the contract for legal form.

Financial Impact

 

The total projected cost of the Cyclorama restoration is $1,350,000.  If awarded, the City will be responsible for the 50% match of $500,000, plus the remaining $350,000, for a total of $850,000.  If the grant is awarded, the match and remaining balance will come from from Warm Mineral Springs fund 125 or Surtax fund 306.
