Recommended Action

 

Option 1: Approve the Tenth Amendment to Agreement No. 2015-19, Professional Engineering Services for the Widening of Price Boulevard, from Sumter Boulevard to Toledo Blade Boulevard by and between the City of North Port, Florida, and Consor North America, Inc. in the amount of $295,796.50.

 

Additional Commission Options

 

Option 1: Approve the Tenth Amendment to Agreement No. 2015-19, Professional Engineering Services for the Widening of Price Boulevard, from Sumter Boulevard to Toledo Blade Boulevard by and between the City of North Port, Florida, and Consor North America, Inc. in the amount of $295,796.50.

 

                     Pros: Roadway lighting improvements will be provided along the road widening project limits, bringing this road segment up to the Florida Department of Transportation (FDOT) Greenbook roadway lighting standards and improving safety.

                     Cons: The cost associated with designing and constructing the lighting improvements may limit funding available for other projects or infrastructure needs.

 

Option 2: Deny the Tenth Amendment to Agreement No. 2015-19, Professional Engineering Services for the Widening of Price Boulevard, from Sumter Boulevard to Toledo Blade Boulevard by and between the City of North Port, Florida, and Consor North America, Inc. in the amount of $295,796.50.

 

                     Pros: Preserves funding for other projects or infrastructure needs.

                     Cons: The widened segment of roadway will not be in conformance with the latest FDOT Greenbook roadway lighting standards, presenting a safety deficiency along the corridor.

 

Background Information

 

The following provides a chronological order of events regarding Agreement No. 2015-19, Professional Engineering Services for the Widening of Price Boulevard, from Sumter Boulevard to Toledo Blade Boulevard by and between the City of North Port, Florida, and Consor North America, Inc.:

 

Ø                     September 28, 2015:  During the City Commission Regular Meeting, the Commission approved Agreement No. 2015-19 between the City of North Port, Florida, and American Consulting Engineers of Florida, LLC for professional engineering services to design and produce plans for the Price Boulevard Widening Project. American Consulting Engineers of Florida, LLC has since been acquired by Consor North America, Inc.

 

Ø                     January 24, 2023:  During the Regular City Commission Meeting, the City Commission approved the Sixth Amendment to Agreement No. 2015-19, which expanded the scope of work to include the design of the bridge carrying Price Boulevard over the Myakkahatchee Creek.

 

Ø                     February 27, 2024:  During the City Commission Regular Meeting, the Commission approved the Eighth Amendment to Agreement No, 2015-19, further extending the design scope to include the approximately 1,500-foot gap between the Myakkahatchee Creek bridge and Sumter Boulevard.

 

During final design work for the Myakkahatchee Creek bridge, it was observed that the current roadway is not meeting FDOT Greenbook roadway lighting standards. As a result, this amendment adds lighting analysis and design services to incorporate lighting into the design plans for the Myakkahatchee Creek bridge as well as the road segment between the bridge and Sumter Boulevard. The additional lighting requires minor revisions to the bridge and structural drawings to accommodate the light poles. This service is incorporated into the plans as well. The lighting design will follow the same criteria that was utilized for Price Boulevard Widening Phase I, which will result in a uniform aesthetic along both sections of the road.

 

The cost of the additional work is $295,796.50. This amendment will only affect the portion of Price Boulevard west of Sumter Boulevard, including the Myakkahatchee Creek bridge. There are no impacts to the time or cost for the ongoing widening of Price Boulevard between Sumter Boulevard and Toledo Blade Boulevard.

 

Approval of the Tenth Amendment to Agreement No. 2015-19 will bring the Agreement total to $5,143,506.16 as summarized in the table below:

$78,004.50 of this Amendment is for optional services and will only be expended upon the need for additional structural design of light pole foundations.

 

The Tenth Amendment to Agreement No. 2015-19, Professional Engineering Services for the Widening of Price Boulevard, from Sumter Boulevard to Toledo Blade Boulevard by and between the City of North Port, Florida, and Consor North America, Inc. has been reviewed by the Interim City Attorney and is legally correct as to form.

 

Amendment Ten to Agreement No. 2015-19 was provided to the City Clerk’s Office on September 29, 2025, for signature subject to City Commission approval.
