Option 2: Deny Work Assignment No. 2023-40.003 IT3-2026 - Inflow & Infiltration Rehabilitation CIPP Lining- Freemont Avenue and LS #19 with Insituform Technologies, LLC for cured in place pipe lining of areas identified of high flow Inflow & Infiltration around Freemont Avenue and Lift Station 19 in the amount of $252,684.90.
• Pros: Preserves utility funds for allocation to other utility projects.
• Cons: Denial of the work assignment would result in non-compliance with the Consent Order and increase the risk of gravity main failure.
Background Information
Inflow and infiltration (I&I) are extraneous flows that enter the wastewater collection system and flow through to the wastewater treatment plant. The flow of this storm water and groundwater reduces the capacity of the system to handle wastewater and can lead to sanitary sewer overflows. Inflow occurs when storm water enters the sewer system through flooding of the manholes and direct connections of storm water to the wastewater collection system. Infiltration occurs when groundwater and storm water enter into wastewater collection system as a result of physical defects in the collection system such as cracked pipes, leaking manholes or deteriorated joints. Most of the I&I experienced by the City is a result of infiltration and this I&I Rehabilitation Project is designed to mitigate that infiltration.
The area around lift station #19 and Freemont Avenue has been identified as requiring extensive improvements to address significant I&I issues. Gravity mains that can be repaired will have CIPP performed to further prevent I&I. The information below provides a chronological order of events related to the procurement process for the contract award:
Ø June 2, 2022: Request for Bid No. 2023-40 for construction services of Inflow and Infiltration Rehabilitation was advertised.
Ø July 11, 2022: Seven (7) bids were received and opened.
Ø August 16, 2023: Award Recommendation Memo signed.
Ø August 17, 2023: The City issued the Notice of Intent to Award.
Ø November 28, 2023: Contract Numbers 2023-40.001, 2023-40.002, 2023-40.003 & 2023-40.004 were awarded.
Ø January 14, 2025: Assignment, Assumption, and First Amendment of Inflow and Infiltration Rehabilitation Contract No. 2023-40.003 was assigned to Insituform Technologies, LLC.
Work Assignment No. 2023-40.003 IT3-2026 - I&I - CIPP - Freemont Street and LS #19 was provided to the City Clerk’s office on August 12, 2026, for signatures, subject to City Commission approval.
