TITLE:                     A Resolution of the City Commission of the City of North Port, Florida, Repealing Resolution No. 2023-R-74, Which Temporarily Suspended the Historic and Cultural Advisory Board; Providing for Incorporation of Recitals; Providing for Conflicts; Providing for Severability; and Providing an Effective Date.

 

 

Recommended Action

 

Adopt Resolution No. 2024-R-08 as presented.

 

Background Information

 

The following provides a chronological order of events regarding the Historical and Cultural Advisory Board:

 

Ø                     May 18, 2018:  During the City Commission Regular Meeting, the Commission approved Ordinance No. 2018-21, creating and adopting Article X to Chapter 4 of the Code of the City of North Port, Florida, which establishes the Historic and Cultural Advisory Board.

 

Ø                     November 22, 2022:  During the City Commission Regular Meeting, the Commission approved Resolution No. 2022-R-66, temporarily suspending the Historic and Cultural Advisory Board until January 1, 2024.

 

Ø                     December 12, 2023:  During the City Commission Regular Meeting, the Commission approved Resolution No. 2023-R-74, repealed Resolution No. 2022-R-66 and continued the temporary suspension of any operation of the Historic and Cultural Advisory Board until January 1, 2025.

 

During the City Commission Special Meeting held on January 4, 2024, the Commission approved the following motions:

 

1.                     Motion:  To direct the City Clerk to work with the City Attorney to amend Section 4-191 to remove Items 1-10 and modify the board membership to a maximum of seven members, with five at-large members and preferably, but no more than, two non-resident members.

 

2.                     Motion:  To include language that allows for prior board members terms and limits to start over at the adoption of this update.

 

3.                     Motion:  To direct the Charter Officers to work together to create a potential position for a Research Archivist to include a job description for budgetary considerations for Fiscal Year 24/25 and to determine which department the position would be better suited in.

 

Proposed Ordinance No. 2024-06 addresses the Commission’s direction regarding the Historical and Cultural Advisory Board’s membership and term limits. Subsequent to the approval of proposed Ordinance No. 2024-06, Resolution No. 2023-R-74, suspending the Historical and Cultural Advisory Board will need to be repealed in order to appoint new members.
