Recommended Action

Approve the Interagency User Agreement By and Between the Sarasota County Sheriff’s Office and the City of North Port, Florida on Behalf of the North Port Police Department for Criminal Justice Information Exchange and Use for Windows in Government Systems (WinGS).

Background Information

The Sarasota County Sheriff’s Office (SCSO) and the North Port Police Department (NPPD) are criminal justice agencies recognized by the Florida Department of Law Enforcement (FDLE). SCSO currently uses WinGS as its Records Management System and Jail Management System. The North Port Police Department (NPPD) would like to continue utilizing WinGS to access booking photographs, warrant information, and jail custody statuses. FDLE requires an Interagency User Agreement between SCSO and NPPD to allow NPPD access to WinGS.

The Commission of the City of North Port approved the current Interagency User Agreement with SCSO for access to the WinGS application on February 23, 2021. The sole purpose of re-executing this agreement is to add the Chief of Police as a signatory to the agreement as required by Florida Statute §23.1225(3) Mutual Aid Agreements. This Interagency User Agreement will supersede the current agreement and will take effect upon execution by all parties. It will remain in effect for a period of one year and will automatically renew for one-year terms.

The Interagency User Agreement has been reviewed by the City Attorney and is legally correct as to form.
