Background Information

 

The following provides an overview of the history of this project:

 

                     April 11, 2023: City Commission gave direction to create the project to prepare a master plan for Activity Center 3 (Gateway).

                     July 25, 2023: City Commission approved an application to the Florida Department of Economic Opportunity Community Planning Technical Assistance (CPTA) Grant for the partial funding of a master plan for Activity Center 3, the Gateway Activity Center, in the amount of $75,000.00, and authorized the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review, should the grant be awarded to the City.

                     August 14, 2023: The Florida Department of Commerce announced that funding would be awarded to the City of North Port in the amount of $75,000 via their CPTA Grant to prepare the Activity Center 3 (Gateway) Master Plan.

                     November 28, 2023: City Commission approved Work Assignment 2023-03PZ with Pritchett Steinbeck Group Inc. for the Activity Center 3 (Gateway) Master Plan in an amount not to exceed $200,000.

                     January 18, 2024: The Mayor signed Agreement #PO498 with the Florida Department of Commerce for the Community Planning Technical Assistance Grant, including the following deliverables:

Gateway Activity Center Assessment Report: due January 31, 2024

Land Use Models; Recommended Stormwater Management Improvements: due May 1, 2024.

Gateway Activity Center Master Plan: due May 31, 2024

 

The Gateway Activity Center Assessment Report deliverable was sent to the Florida Department of Commerce and is attached to this agenda item.

 

The draft content associated with the second deliverable, Land Use Models; Recommended Stormwater Management Improvements, is included in the Draft Activity Center 3 (Gateway) Master Plan and attached to this agenda item. Pritchett Steinbeck Group (PSP) will present the information to the City Commission, focusing on the three land use models (scenarios). This presentation will allow the City Commission to discuss the draft master plan, review the land use scenarios, possibly identify a preferred alternative, or give direction to prepare an alternative land use scenario.
