Background Information
During the July 16, 2019 City Commission Workshop, there was discussion regarding the dedication plaque for the newly constructed Aquatic Center with consensus to potentially have two plaques, one for current Commission and one for Commissioners who originally budgeted the project. Resolution 03-R-09, states that the City shall erect a groundbreaking sign and a dedication plaque for each significant public office building or other facility constructed; and the City Commission named on the dedication plaque will be the Commission who approved the budget for the project.
A review of the City’s Capital Improvement Program shows that $2.3 million was budgeted in FY 2017 for Project P17NPP - North Port Pool with the intent to build a pool or demolish/rehabilitate the existing North Port Pool. In FY 2018, the project was changed from a pool to an aquatic center and $9.7 million was added to Project P17NPP resulting in a total project budget of $12 million for construction of the current North Port Aquatic Center. The Commission seated as of September 30, 2017 that approved the FY 2018 budget is as follows:

Prior to this, research shows that $4.3 million was approved via budget amendment on December 13, 2010 to fund the Butler Park Pool Project P11BPP. This project was for a 50-meter pool. The Commission seated in December of 2010 that approved the budget amendment is as follows:

Taking into consideration the above information, it is staff’s interpretation that the Commission that belongs on the dedication plaque are those seated as of September 30, 2017, referenced above. If a second plaque is desired, it is recommended that the Commission seated as of December 13, 2010 be recognized.

Financial Impact
As of November 30, 2019, Project P17NPP has approximately $50,000 in available funding. It is estimated that the cost of a 20” x 24” cast aluminum dedication plaque will be $2,000.
