Recommended Action
Option 1: I move to approve renewal of Florida Firefighter Cancer and Death Benefits Insurance with United Badges Insurance Services, LLC and the City of North Port-North Port Fire Rescue District for Fiscal Year 2025-2026 in the amount of $22,936.50.
City Commission Options
Option 1: Premium renewal $22,936.50.
* Pros: The renewal provides stability by keeping the same coverage limits and ensuring consistent protection for the organization in compliance with Florida State Statutes (F.S.S.), Section 112.1816.
* Cons: The Florida Firefighter Cancer and Death Benefits Insurance policy premium is determined by an annual census, therefore, with continued growth of fire personnel, the policy premium will continue to rise.
Option 2: Premium renewal $23,769.00.
* Pros: The renewal provides the same statutory requirements as Option 1, in addition Option 2 provides expanded cancer coverages beyond the statutory requirements.
* Cons: Offering expanded cancer coverages increases the premium over the budgeted amount.
Background Information
Florida State Statutes (F.S.S.), Section 112.1816, became effective on July 1, 2019. The provisions of F.S.S., Section 112.1816 stipulate those eligible firefighters who are diagnosed with certain cancers may receive certain disability or death benefits.
The Risk and Benefits Division of the Department of Human Resources issued informal quotes to obtain coverage for Fiscal Year 2023-2024 and United Badges Insurance Services, LLC was the only respondent. After review of the submittal, it was determined the Firefighter Cancer Insurance Policy provided by United Badges Insurance Services, LLC provides adequate coverage to be in compliance with F.S.S., Section 112.1816.
The Broker Term is for a period of three (3) years from October 1, 2023, through and including November 30, 2026, with an option to extend/renew for three (3) additional one (1) year terms by mutual agreement. However, the policy must be negotiated and renewed on an annual basis.
The premium renewal for Fiscal Year 2025-2026 had an increase of 3.30% from Fiscal Year 2024-2025.
The Firefighter Cancer Insurance Policy with United Badges Insurance Services and the City of North Port - North Port Fire Rescue District for Fiscal Year 2025-2026 has been reviewed by the Interim City Attorney and is legally correct as to form.

Financial Impact
The total cost for the Firefighter Cancer Insurance Policy with United Badges Insurance Services and the City of North Port - North Port Fire Rescue District for Fiscal Year 2025-2026 is $22,936.50. The total cost will be split equally, fifty (50) percent by the City of North Port and (50) percent by the North Port Fire Rescue District. The following provides a breakdown of the funding allocations for the Fire Fighter Cancer Insurance Policy:

Procurement
Per Purchasing procedures for procurements under $100,000, the Risk and Benefits Division of the Department of Human Resources issued informal quotes to obtain coverage for Fiscal Year 2023-2024.
