Option 1: Approve Work Assignment No. 2026-06 with CDM Smith, Inc., for Mechanical Integrity Testing of North Port Deep Injection Wells IW-1 & IW-2 in the amount of $246,971.41.

 

                     Pros: Underground Injection Control (UIC) Permit Number 0131285015016-UO/1X for IW-1 and IW-2 require that Mechanical Integrity Testing (MIT) be performed every five years. The current MITs for both wells are due to the Florida Department of Environmental Protection (FDEP) by January 20, 2027.

                     Cons: Commits utility funds to this project, which could be used on other projects.

 

Option 2: Deny Work Assignment No. 2026-06 with CDM Smith, Inc., for Mechanical Integrity Testing of North Port Deep Injection Wells IW-1 & IW-2 in the amount of $246,971.41.

 

                     Pros: Preserves utility funds for allocation to other utility projects.

                     Cons: The City will not be in compliance with the FDEP and UIC operation permit, UIC Permit Number 0131285015016-UO/1X.

 

Background Information

 

North Port Utilities (NPU) owns and operates an injection well system at the municipal wastewater treatment plant that provides up to 7.0 million gallons per day of treated effluent disposal. The system consists of two Class I underground injection wells, designated IW1 and IW2, a dual zone monitor well (DZMW-1), and a regional monitor well (RMW). The injection well system is permitted by the Florida Department of Environmental Protection (FDEP) under a UIC operation permit, UIC Permit Number 0131285015016-UO/1X. The permit for these wells requires that Mechanical Integrity Testing (MIT) be performed every five years. The current MITs for both IW-1 and IW-2 are due to the Florida Department of Environmental Protection (FDEP) by January 20, 2027.

 

The current Professional Utility Engineering Services Continuing Services Contract No. 2025-12 includes consulting firms that provide these services and was awarded through a competitive bidding process. The current contracts have a provision for a direct work assignment process, which reads “upon approval from the Sr. Purchasing Administrator or designee, City staff may forego the Letter of Interest Process and proceed directly with the Work Assignment process. A scope with itemized tasks and fee schedule based on contracted hourly rates will be obtained from one of the contracted firms, reviewed, negotiated and awarded. This process will be used when circumstances warrant a more expedient process.”

 

Based on CDM Smith Inc.’s institutional knowledge and experience with North Port Utilities previous MIT reports and the Pan American Wastewater Treatment Plants Deep Injection Well Permit renewals, the department recommends the direct select process for this work assignment. 

 

In accordance with Florida State Statue §287.055, professional services under Continuing Contract 2025-12 will not be sought for projects with estimated construction costs exceeding $4 million and work assignments issued will not exceed $500,000. Any individual work assignment $100,000 or greater will require Commission approval, per city procurement policy.
