• Cons: The Contract terms, pricing, and scope were originally negotiated to meet the needs of the Florida Sheriffs Association rather than the City’s specific operational requirements, which could limit flexibility or result in less favorable pricing or service terms.
Option 2: Deny the utilization of Florida Sheriffs Association Contract FSA25-VEL33.0: Pursuit, Administrative & Other Vehicles.
• Pros: Allows the City to develop and issue its own competitive solicitation tailored specifically to its operational needs; service expectations; and budget priorities, potentially resulting in more favorable pricing and Contract terms.
• Cons: Procurement of replacement and new vehicles may be delayed while a separate solicitation is developed, advertised, evaluated, and awarded, potentially impacting fleet replacement schedules.
Background Information
The City of North Port periodically purchases replacement and new vehicles to support the operational needs of various Departments. To facilitate these purchases in an efficient and cost-effective manner, staff is requesting authorization to utilize an existing competitively procured Contract between the Florida Sheriffs Association and the following awarded vendors:

• Garber Chevrolet Buick GMC, Inc.
• Garber Chrysler Dodge Truck, Inc.
• Garber Ford, Inc.
• Matheny Fire & Emergency
• Rush Truck Centers of Florida, Inc.
• Stingray Chevrolet
The Florida Sheriffs Association competitively solicited and awarded Contract FSA25-VEL33.0 to multiple vendors for the purchase of pursuit, administrative, and specialty vehicles. The Contract allows eligible governmental entities to utilize the awarded pricing, terms, and conditions through a cooperative purchasing arrangement.
Approval of this item will authorize the City to procure vehicles, on an as-needed basis and subject to budget appropriations, from the awarded vendors under the Contract. Utilizing this Cooperative Contract eliminates the need for a separate solicitation process and provides operational efficiencies while ensuring access to competitively established pricing; standardized terms and conditions; and a broad selection of manufacturers and authorized dealers.
Staff have reviewed the Contract and determined that the pricing is competitive and that the terms and conditions are fair, reasonable, and in the best interest of the City. This procurement method is consistent with the City’s purchasing policies and promotes cost-effectiveness, transparency, and timely acquisition of necessary fleet assets.

Expenditures under this Contract shall be limited to funds that have been or will be duly appropriated through the City’s budget process and are specifically allocated for the scope of services outlined in the Agreement.
Procurement
The utilization of this Cooperative contract is consistent with Chapter 2, Administration, Article VIII, Procurement, Section 2-403 Section 2-403(a)(4)(a) of the Code of the City of North Port, Florida, which permits the use of competitively awarded Contracts from other governmental entities
