TITLE:                     Approve the Memorandum of Agreement between the North Port Police Department and the Regional Organized Crime Information Center (ROCIC) to Assure that all Criminal Intelligence Systems are Used in Conformance with the Privacy and Constitutional Rights of Individuals.

 

 

Recommended Action

 

Approve the Memorandum of Agreement between the North Port Police Department and the Regional Organized Crime Information Center (ROCIC) to assure that all criminal intelligence systems are used in conformance with the privacy and constitutional rights of individuals.

 

Background Information

 

In 2016 the North Port Police Department entered into a Memorandum of Agreement with the ROCIC under Chief Kevin Vespia. Since then, the Police Department hired a new Chief of Police. This agreement needs to be updated to reflect Chief Todd R. Garrison as the Agency Administrative Head.

ROCIC is one of six Regional Information Sharing Systems (RISS) centers, serving thousands of law enforcement member agencies in Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Virginia, West Virginia, Puerto Rico and the U. S. Virgin Islands. ROCIC and the RISS Program offer law enforcement agencies and officers a full range of services, from the beginning of an investigation to the ultimate prosecution and conviction of criminals. ROCIC provides services and resources that directly impact law enforcement's ability to successfully resolve criminal investigations and prosecute offenders, while promoting officer safety.

As members of the ROCIC the Police Department agrees to abide by the principles outlined in 28 CFR 23 23.20. The purpose of that regulation is to assure that all criminal intelligence systems are used in conformance with the privacy and constitutional rights of individuals.

The City Attorney has reviewed the Memorandum of Agreement as to form and correctness.
