Recommended Action

 

Approve Second Amendment to Contract No. 2023-19 for Jeffrey Lake Sea Wall and Sidewalk Reconstruction with Thomas Marine Construction, Inc., in the amount of $25,863.61.

 

Background Information

 

During the Road and Drainage District Governing Body Meeting held on May 23, 2023, the City Commission approved Contract No. 2023-19, Jeffrey Lake Sea Wall & Sidewalk Reconstruction with Thomas Marine Construction, Inc. in the amount of $625,317.82 and contingency in the amount of $62,500.18 for a total amount of $687,818.00.

 

Work began on the seawall reconstruction on January 8, 2024. During sheet pile installation, a rock layer was struck, which was impenetrable to the equipment being used to install the sheet pile. On April 23, 2024, the City Commission ratified Amendment One to Contract No. 2023-19 in the amount of $198,861.23, which included the depletion of the contingency amount, to account for the additional equipment, labor, and time needed to drill through rock to install sheet piling for the reconstruction of the sea wall.

 

The sidewalk and drainage portion of the project are currently being completed, and it was realized that the plans deviated from field conditions, with the proposed sidewalk laying at a significantly higher elevation than the existing drainage swale adjacent to the sidewalk. This elevation difference would present a safety hazard for pedestrians due to the drop off from the sidewalk to the swale. This Second Amendment provides a riser for the proposed drainage structure as well as some additional modifications to the surrounding grading and drainage which eliminate this drop off hazard. The work associated with this Amendment will not require the closure of Pan American Boulevard, as it is confined to the sidewalk and the adjacent drainage swale.

 

The Second Amendment increases the value of the Contract by $25,863.61 bringing the total contract value to $850,042.66.

 

The Second Amendment to Contract No. 2023-19 for Jeffrey Lake Sea Wall and Sidewalk Reconstruction with Thomas Marine Construction, Inc. has been reviewed by the City Attorney and is legally correct as to form.
