Recommended Action

Option 1: Approve utilization of the Sarasota County Landfill for the City of North Port's landfill waste disposal in Fiscal Year 2026 based on unit pricing provided in Sarasota County Resolution No. 2024-093, in the estimated budgeted amount of $3,147,710.00.

City Commission Options

Option 1: Approve utilization of the Sarasota County Landfill for the City of North Port's landfill waste disposal in Fiscal Year 2026.

* Pros: Approving use of the Sarasota County Landfill secures predetermined unit pricing under Sarasota County Resolution No. 2024-093, allowing the City to accurately forecast and control disposal costs. The landfill's close proximity also reduces transportation time and simplifies solid waste operations.
* Cons: Committing to the Sarasota County Landfill for Fiscal Year 2026 means the City cannot use other landfill vendors for disposal during this period, should any become available.

Option 2: Deny the utilization of the Sarasota County Landfill for the City of North Port's landfill waste disposal in Fiscal Year 2026.

* Pros: Staff have evaluated other disposal options and feel there are no advantages of denying the utilization of the Sarasota County Landfill for waste disposal in Fiscal Year 2026.
* Cons: Without an Agreement, utilizing landfill facilities farther from the City will increase transportation costs, labor and equipment usage.

Background Information

The City of North Port has utilized the Sarasota County Landfill for disposal of solid waste since the City ceased operations of its own landfill in 1984. Staff evaluated alternative disposal facilities comparing tipping fees and the cost of transportation to determine which facility was the most economical.

The evaluation results show that Sarasota County Landfill offers one of the lowest tipping fees with the shortest travel distance. As such, staff recommends the City of North Port continue utilizing the Sarasota County Landfill for solid waste services and that the City Commission waive the competitive bid process.

Procurement

Landfill disposal services are being procured pursuant to Chapter 2 - Administration, Article VIII - Procurement, Section 2-407, Sole Source Guidelines of the City Procurement Code.

The internal procurement form will be completed following an approval from the City Commission.
