TITLE:                     Approve the Federal Bureau of Investigation Criminal Justice Information Services (CJIS) Security Addendum By and Between the City of North Port, Florida, and Chenosa Systems Corporation, Doing Business as ProPhoenix Corporation.

 

 

Recommended Action

 

Option 1: Approve the Federal Bureau of Investigation Criminal Justice Information Services (CJIS) Security Addendum by and between the City of North Port, Florida, and Chenosa Systems Corporation, doing business as ProPhoenix Corporation.

 

City Commission Options

 

Option 1: Approve the Federal Bureau of Investigation CJIS Security Addendum by and between the City of North Port, Florida, and Chenosa Systems Corporation, doing business as ProPhoenix Corporation.

 

                     Pros: Approval of the Addendum will allow the North Port Police Department to maintain requirements for the CJIS Security Policy.

                     Cons: Denial of the Agreement would negatively impact the Police Department’s ability to meet the required annual training necessary to maintain compliance.

 

Option 2: Deny the Federal Bureau of Investigation CJIS Security Addendum by and between the City of North Port, Florida, and Chenosa Systems Corporation, doing business as ProPhoenix Corporation.

 

                     Pros: Staff have not identified any foreseeable benefits to denying the Agreement. The CJIS Security Addendum is a mandatory requirement by the Florida Department of Law Enforcement (FDLE).

                     Cons: Placing the City of North Port and the North Port Police Department in non-compliance with the CJIS Security Policy.

 

Background Information

 

This Addendum will allow the North Port Police Department to maintain requirements for the CJIS Security Policy and will be added to the Department’s current ProPhoenix Software license and support the Agreement for compliance. The North Port Police Department recently went through a Tri-Annual audit of our Information Technology infrastructure and the security addendum with ProPhoenix was identified by the FDLE as a non-compliance issue which is required to be added. The FDLE is the governing body for the state of Florida regarding CJIS and controls access to these services. The CJIS are a core service used by the Police Department to function effectively and safely.

 

The Federal Bureau of Investigation CJIS Security Addendum by and between the City of North Port, Florida, and Chenosa Systems Corporation, doing business as ProPhoenix Corporation has been reviewed by the City Attorney and is legally correct as to form.

 

The Federal Bureau of Investigation CJIS Security Addendum by and between the City of North Port, Florida, and Chenosa Systems Corporation, doing business as ProPhoenix Corporation was submitted to the City Clerk's Office on February 25, 2026, for signature, subject to City Commission approval.

Procurement

 

The initial procurement was conducted in full compliance with the established Code of the City of North Port, Florida, to Chapter 2 Administrative, Article VIII Procurement, Section 2-407 - Sole Source Guidelines. This proposed addendum is an extension of terms and to align with the existing software ensuring continued service and operational consistency.
