Recommended Action

 

Approve Work Assignment No. 2019-01, under Continuing Contract No. 2016-23, with CDM Smith, Inc. in the amount of $131,528 for the Myakkahatchee Creek Water Treatment Plant Structural Evaluation.

 

Background Information

 

North Port Utilities owns and operates the Myakkahatchee Creek Water Treatment Plant (MCWTP) which consists of a 4.4 million gallon per day (MGD) surface water treatment plant and a 1.5 MGD reverse osmosis membrane (RO) treatment plant.  The surface water portion of the plant is original with Train 1 construction in 1964, and Train 2 construction in 1974. The City has a multi-year capital improvement plan to begin to upgrade and modernize treatment plant equipment, piping, valves and other components of the MCWTP surface water treatment plant. In advance of launching that program and committing significant investment dollars, the City is seeking to determine the structural integrity of the existing flocculation tanks, two clarifiers, and clearwells. This project will determine that structural integrity and identify any needed improvements necessary to the concrete tankage.

Utilities circulated a request for letter of interest (RLI’s) on October 18, 2018 to all the engineers of our current contract 2016-23. The RLI submittals were due back to Utilities on November 19, 2018. Two RLI responses were received, however, CDM Smith was the only one that had staff availability to provide the service in a timely fashion. CDM Smith was sent a notification to proceed with the development of their scope and fee and submit it to Utilities by December 10, 2018. CDM Smith, Inc. has completed numerous projects for the City and their performance has been excellent. They have significant experience in structural evaluation of water and wastewater treatment facilities. Based on their scope, fee and experience, North Port Utilities is recommending CDM Smith, Inc. be awarded the work assignment for this project.

 

Continuing Contract No. 2016-23 requires all work assignments $100,000 and over to be presented to Commission for approval.
