Recommended Action

Approve the utilization of Pasco County Contract IFB-JV-17-222 for additional integration and programming services from Benro Enterprises, Inc DBA Rocha Controls for various Water Plant projects totaling $81,237.

Background Information

In fiscal year 19/20, Utilities budgeted for the purchase and installation of variable frequency drives (VFDs) on existing cross-the-line pumps at the Southwest and Northeast booster stations. The VFDs will be purchased directly from the supplier but will require installation and integration into the SCADA system. Additionally, Utilities budgeted for the replacement of the Myakkahatchee Creek Water Treatment Plant main control panel hardware, wiring, and components. This hardware allows operators to run the logic software that controls the surface water plant. This project includes the fabrication and installation of hardware and integration to allow for standardization with existing functional components.

Pasco County Contract IFB-JV-17-222 was competitively procured and awarded to Benro Enterprises, Inc DBA Rocha Controls on November 28, 2017. Utilities has received approval from both parties to utilize Contract IFB-JV-17-222 and has received prior blanket purchase approval to utilize this contract for repair and maintenance services at the Water and Wastewater Treatment Plants on an as-needed basis for up to an annual anticipated amount of $81,160.00. While City Ordinance authorizes the City Manager to utilize piggyback agreements, the City Managers’ policy requires all procurements exceeding $100,000 to be presented to Commission for consideration. Therefore, Utilities is requesting Commission approval for the utilization of this contract for these additional projects, for an additional $81,237.00.
