Recommended Action

 

Approve the Sole Source Purchase of Water Information Management Solution Software from the Hach Company, for a total of $79,776.00.

 

Background Information

 

In Fiscal Year 2021, the Department of Utilities budgeted for the purchase of Water Information Management Solution (WIMS) Software from the Hach Company for the following purposes:

 

Ø                     Streamline required regulatory reporting.

 

Ø                     Enable Water and Wastewater Facilities staff to more efficiently and effectively analyze data to make more informed decisions and better manage the Water and Wastewater Facilities  systems.

 

The Hach WIMS Software combines data from drinking water and wastewater sources in a central, secure database.  This  optimizes operations and provides the tools needed for electronic and paper reporting, analysis and monitoring. The Water and Wastewater Facilities have standardized to Hach laboratory and field analytical equipment and supplies.  As such, the Hach WIMS Software is best suited for the Department of Utilities application and also provides the following benefits:

 

Ø                     Direct communication with the existing equipment.

Ø                     Records the calibration history that is required by the Florida Department of Environmental Protection.

Ø                     Ability to interface with the Wonderware SCADA (Supervisory Control and Data Acquisition) system currently in place at all Water and Wastewater Facilities.

 

Although similar products available are designed to cover a broad range of areas, including asset and data management, they lack the ability to meet the specific reporting and data collection needs for the water and wastewater industry.

 

The Department of Utilities is seeking Commission approval for the sole source purchase of the Hach WIMS Software, including implementation and training services, from the Hach Company, for a total of $79,776.00.
