TITLE: Discussion and Possible Action Regarding the City of North Port Gateway Activity Center Master Plan
Recommended Action
Staff recommends the Commission endorse the City of North Port Gateway Activity Center Master Plan (Master Plan).
Background Information
In order to satisfy the requirements of the Community Planning Technical Assistance (CPTA) grant, the City Commission has to choose to endorse the Master Plan as presented, endorse with revisions or decline to endorse the Master Plan.
The following provides an overview of the history of this project:
Ø April 11, 2023: City Commission gave direction to create the project to prepare a master plan for Activity Center 3 (Gateway).
Ø July 25, 2023: City Commission approved an application to the Florida Department of Economic Opportunity CPTA Grant for the partial funding of a master plan for Activity Center 3, the Gateway Activity Center, in the amount of $75,000.00, and authorized the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review, should the grant be awarded to the City.
Ø August 14, 2023: The Florida Department of Commerce announced that funding would be awarded to the City of North Port in the amount of $75,000 via their CPTA Grant to prepare the Activity Center 3 (Gateway) Master Plan.
Ø November 28, 2023: City Commission approved Work Assignment 2023-03PZ with Pritchett Steinbeck Group Inc. for the Activity Center 3 (Gateway) Master Plan in an amount not to exceed $200,000.
Ø January 18, 2024: The Mayor signed Agreement #PO498 with the Florida Department of Commerce for the Community Planning Technical Assistance Grant, including the following deliverables:
1. Gateway Activity Center Master Plan
2. Gateway Activity Center Assessment Report
3. Presentation
The consultant from Pritchett Steinbeck Group will be in attendance to present the Master Plan.

Commission must Endorse, Endorse with Revisions, or Decline to Endorse to Secure Grant Funds and Avoid any Financial Impact.
Procurement
Continuing Contract No. 2022-13 was procured pursuant to Sec. 2-406 Professional services selection under Consultants’ Competitive Negotiation Act (CCNA), F.S. § 287.055. Work Assignment No. 2023-03PZ was issued under Continuing Contract No. 2022-13
